國家發(fa)(fa)改委近日發(fa)(fa)布《關于做好2021年能(neng)源迎峰度夏工作的通(tong)知(zhi)》,明確指出(chu)堅持(chi)優化結構,全(quan)力促進清(qing)潔(jie)能(neng)源多(duo)發(fa)(fa)滿(man)發(fa)(fa)。
《通知(zhi)》提出,各(ge)地(di)要(yao)嚴格落實(shi)優先(xian)(xian)發(fa)(fa)電(dian)(dian)(dian)制(zhi)度,按照《國家(jia)發(fa)(fa)展改革委(wei)國家(jia)能源局關(guan)于規范(fan)優先(xian)(xian)發(fa)(fa)電(dian)(dian)(dian)優先(xian)(xian)購(gou)電(dian)(dian)(dian)計劃管理(li)的通知(zhi)》(發(fa)(fa)改運行〔2019〕144號(hao))要(yao)求,梳理(li)本地(di)優先(xian)(xian)發(fa)(fa)電(dian)(dian)(dian)適用范(fan)圍,科學編(bian)制(zhi)優先(xian)(xian)發(fa)(fa)電(dian)(dian)(dian)、優先(xian)(xian)購(gou)電(dian)(dian)(dian)計劃;細(xi)化(hua)完善政策體系,完善“保量保價(jia)(jia)”和“保量競(jing)價(jia)(jia)”相(xiang)結合的價(jia)(jia)格形成機(ji)(ji)制(zhi)和優先(xian)(xian)發(fa)(fa)電(dian)(dian)(dian)計劃指標轉讓機(ji)(ji)制(zhi),推動優先(xian)(xian)發(fa)(fa)電(dian)(dian)(dian)制(zhi)度落地(di)見效。有關(guan)地(di)方要(yao)組織電(dian)(dian)(dian)網(wang)企(qi)業(ye)、發(fa)(fa)電(dian)(dian)(dian)企(qi)業(ye)等相(xiang)關(guan)方面,抓(zhua)緊制(zhi)定實(shi)施(shi)細(xi)則,盡(jin)快(kuai)提升核電(dian)(dian)(dian)發(fa)(fa)電(dian)(dian)(dian)年利用小時數。大型水電(dian)(dian)(dian)企(qi)業(ye)要(yao)加強與受電(dian)(dian)(dian)省份和電(dian)(dian)(dian)網(wang)企(qi)業(ye)的溝通協調,研(yan)究水電(dian)(dian)(dian)消納(na)機(ji)(ji)制(zhi),有效緩解汛期棄水壓力。

今年(nian)以來能源需求(qiu)持續快(kuai)速增長,迎峰(feng)度(du)夏已經到來,局部地區(qu)高峰(feng)時段仍存在(zai)保(bao)障壓(ya)力。為統(tong)籌做好2021年(nian)能源迎峰(feng)度(du)夏保(bao)障供(gong)應工作,確保(bao)煤電油氣運供(gong)需形(xing)勢平穩有序,現(xian)就有關事項(xiang)通知(zhi)如下。
一、準確把握今年能源迎峰度夏總體工作要求
(一)總體要求。堅持以習近平(ping)(ping)新(xin)(xin)(xin)時代中(zhong)國特色社會主義(yi)思想為指(zhi)導(dao),深入貫(guan)徹落(luo)實(shi)黨的十九大和十九屆二中(zhong)、三中(zhong)、四中(zhong)、五中(zhong)全(quan)(quan)會精神,立足新(xin)(xin)(xin)發(fa)展(zhan)階(jie)段(duan),貫(guan)徹新(xin)(xin)(xin)發(fa)展(zhan)理念,構(gou)建(jian)新(xin)(xin)(xin)發(fa)展(zhan)格局(ju),統籌能(neng)(neng)源安全(quan)(quan)和高質量發(fa)展(zhan),完善能(neng)(neng)源產(chan)供(gong)(gong)儲(chu)銷體系,全(quan)(quan)力做好能(neng)(neng)源迎峰(feng)度(du)夏各項(xiang)工作。充分發(fa)揮煤電油(you)氣運保(bao)障工作部際(ji)協調機制作用,保(bao)持能(neng)(neng)源穩產(chan)增產(chan),努力增加(jia)能(neng)(neng)源供(gong)(gong)應(ying),發(fa)揮能(neng)(neng)源儲(chu)備作用,完善能(neng)(neng)源需求側管理,實(shi)現能(neng)(neng)源迎峰(feng)度(du)夏平(ping)(ping)穩有序,確保(bao)居民(min)生活等重點用能(neng)(neng)需求,促進經濟社會高質量發(fa)展(zhan)。
(二)基本原則(ze)。堅持(chi)保(bao)(bao)障民生,確保(bao)(bao)居(ju)民、農業(ye)、重要公用事業(ye)和(he)(he)公益(yi)性服務等(deng)用能(neng)(neng);堅持(chi)安全(quan)穩定,切實(shi)保(bao)(bao)障能(neng)(neng)源(yuan)供應各環(huan)節(jie)穩定運行和(he)(he)安全(quan)可靠;堅持(chi)靈活調節(jie),不斷(duan)提(ti)高供給(gei)側(ce)和(he)(he)需求側(ce)系統(tong)調峰能(neng)(neng)力;堅持(chi)優化(hua)(hua)結構,全(quan)力促進清潔能(neng)(neng)源(yuan)多發滿(man)發;堅持(chi)市場(chang)化(hua)(hua),鼓勵積極通(tong)過市場(chang)化(hua)(hua)方式做好能(neng)(neng)源(yuan)供應保(bao)(bao)障各項工作。
(三)準(zhun)確把握能源(yuan)供(gong)需(xu)(xu)形(xing)勢(shi)。今年(nian)以來,全國能源(yuan)需(xu)(xu)求持(chi)續(xu)快速增長(chang),隨著迎(ying)峰(feng)度夏期間(jian)全國氣溫不斷攀升和空調制冷(leng)負荷不斷釋放,局(ju)部地區(qu)高峰(feng)時段將(jiang)出現供(gong)需(xu)(xu)偏緊,如遇大范圍持(chi)續(xu)極(ji)端高溫天氣,形(xing)勢(shi)將(jiang)更趨嚴峻。各地要加強對本地煤(mei)(mei)電油氣運(yun)供(gong)需(xu)(xu)形(xing)勢(shi)的跟蹤監測(ce),密切關(guan)注市場(chang)需(xu)(xu)求變化(hua)和氣溫來水(shui)情況,加強產運(yun)需(xu)(xu)銜接和相(xiang)關(guan)部門之間(jian)的配合,預判外(wai)部因素對煤(mei)(mei)電油氣運(yun)供(gong)應的影響(xiang),及時協調解決出現的矛盾和問題(ti),加大力度保供(gong)穩價,保持(chi)合理庫(ku)存水(shui)平,妥善(shan)做好應對安排(pai)。
二、強化安全生產,全力保持能源穩產增產
(一)加(jia)(jia)(jia)快推進煤(mei)炭(tan)優(you)質產(chan)(chan)(chan)能(neng)(neng)(neng)(neng)釋放。各產(chan)(chan)(chan)煤(mei)地區(qu)(qu)要(yao)組(zu)(zu)(zu)織(zhi)指導煤(mei)炭(tan)生(sheng)(sheng)產(chan)(chan)(chan)企(qi)業(ye)在確保(bao)安全(quan)的(de)(de)前(qian)提下科學組(zu)(zu)(zu)織(zhi)生(sheng)(sheng)產(chan)(chan)(chan),保(bao)障(zhang)穩定(ding)生(sheng)(sheng)產(chan)(chan)(chan);晉陜蒙等(deng)重(zhong)點產(chan)(chan)(chan)煤(mei)地區(qu)(qu)要(yao)帶頭落實增(zeng)產(chan)(chan)(chan)增(zeng)供責任,加(jia)(jia)(jia)快釋放優(you)質產(chan)(chan)(chan)能(neng)(neng)(neng)(neng);大(da)型煤(mei)炭(tan)企(qi)業(ye)要(yao)發揮好(hao)表率作用,在確保(bao)安全(quan)的(de)(de)前(qian)提下按最大(da)能(neng)(neng)(neng)(neng)力組(zu)(zu)(zu)織(zhi)生(sheng)(sheng)產(chan)(chan)(chan)。各地和(he)有關(guan)中央企(qi)業(ye)要(yao)加(jia)(jia)(jia)快推動解決制約增(zeng)加(jia)(jia)(jia)產(chan)(chan)(chan)量的(de)(de)主要(yao)因素,積極協調和(he)組(zu)(zu)(zu)織(zhi)具備條件的(de)(de)煤(mei)礦(kuang)抓緊落實產(chan)(chan)(chan)能(neng)(neng)(neng)(neng)置(zhi)換(huan)方案,加(jia)(jia)(jia)快優(you)質產(chan)(chan)(chan)能(neng)(neng)(neng)(neng)煤(mei)礦(kuang)建(jian)設進度(du)和(he)手續辦理,有序實施技術(shu)改造和(he)減量重(zhong)組(zu)(zu)(zu),盡快實現建(jian)設煤(mei)礦(kuang)依法依規(gui)投產(chan)(chan)(chan)達產(chan)(chan)(chan)。鼓勵賦存條件好(hao)、安全(quan)有保(bao)障(zhang)、機(ji)械化(hua)水(shui)平高的(de)(de)生(sheng)(sheng)產(chan)(chan)(chan)煤(mei)礦(kuang),通(tong)過產(chan)(chan)(chan)能(neng)(neng)(neng)(neng)置(zhi)換(huan)重(zhong)新核定(ding)生(sheng)(sheng)產(chan)(chan)(chan)能(neng)(neng)(neng)(neng)力,持續增(zeng)加(jia)(jia)(jia)有效供給。

(三)提(ti)高石(shi)油(you)天(tian)然氣(qi)(qi)(qi)供(gong)(gong)應能(neng)(neng)力(li)。各地要(yao)加(jia)(jia)強石(shi)油(you)天(tian)然氣(qi)(qi)(qi)供(gong)(gong)需(xu)形勢監測分析,嚴格(ge)簽訂(ding)履行合(he)同,加(jia)(jia)強資源(yuan)組織(zhi),切實保障供(gong)(gong)應。中(zhong)石(shi)油(you)、中(zhong)石(shi)化、中(zhong)海油(you)等主(zhu)要(yao)供(gong)(gong)氣(qi)(qi)(qi)企(qi)業要(yao)加(jia)(jia)快推進重點氣(qi)(qi)(qi)田(tian)新建產(chan)能(neng)(neng)建設(she),同時,供(gong)(gong)氣(qi)(qi)(qi)企(qi)業和管道(dao)企(qi)業要(yao)合(he)理(li)安排基礎設(she)施檢(jian)修,共同保障夏(xia)季高峰發電合(he)理(li)天(tian)然氣(qi)(qi)(qi)需(xu)求,確保天(tian)然氣(qi)(qi)(qi)供(gong)(gong)應穩定。
(四)確保(bao)安(an)全(quan)(quan)(quan)生(sheng)(sheng)(sheng)產(chan)。各地(di)、各企業(ye)要(yao)樹牢安(an)全(quan)(quan)(quan)發展理念(nian),嚴(yan)格落(luo)(luo)實(shi)安(an)全(quan)(quan)(quan)生(sheng)(sheng)(sheng)產(chan)責任制,防(fang)(fang)(fang)范(fan)化(hua)解重大(da)安(an)全(quan)(quan)(quan)風(feng)險,堅(jian)(jian)(jian)決(jue)守住(zhu)安(an)全(quan)(quan)(quan)生(sheng)(sheng)(sheng)產(chan)底(di)線。煤炭(tan)企業(ye)要(yao)加(jia)強“一(yi)通三防(fang)(fang)(fang)”工作(zuo),強化(hua)沖擊地(di)壓、瓦斯、水(shui)害等(deng)隱患排(pai)查治理,堅(jian)(jian)(jian)決(jue)禁止不具(ju)備安(an)全(quan)(quan)(quan)生(sheng)(sheng)(sheng)產(chan)條件的(de)煤礦復工復產(chan),嚴(yan)防(fang)(fang)(fang)超能力、超強度、超定(ding)(ding)員、超層越界和非正(zheng)規(gui)開(kai)采,堅(jian)(jian)(jian)決(jue)遏制重特大(da)安(an)全(quan)(quan)(quan)事故。電力企業(ye)要(yao)嚴(yan)格落(luo)(luo)實(shi)安(an)全(quan)(quan)(quan)生(sheng)(sheng)(sheng)產(chan)主體(ti)責任,著力提高技術(shu)防(fang)(fang)(fang)范(fan)水(shui)平,確保(bao)電力設備安(an)全(quan)(quan)(quan)穩定(ding)(ding)運行。油氣企業(ye)要(yao)加(jia)強管(guan)道巡(xun)護,加(jia)大(da)管(guan)道占壓清理、第三方施工等(deng)管(guan)控力度,切實(shi)做(zuo)好管(guan)道安(an)全(quan)(quan)(quan)生(sheng)(sheng)(sheng)產(chan)和保(bao)護工作(zuo)。
三、注重有效調節,提升能源供應保障能力
(一(yi))切(qie)實提升煤(mei)(mei)炭供應保(bao)障能力(li)。各(ge)地(di)和(he)大型煤(mei)(mei)炭企業要多措并舉,建立健全煤(mei)(mei)炭供給體系,確保(bao)煤(mei)(mei)炭特別是電(dian)煤(mei)(mei)供應穩定(ding)可靠(kao)。有關方(fang)(fang)面要將(jiang)電(dian)煤(mei)(mei)保(bao)障作(zuo)為當前工作(zuo)的重中(zhong)之重,千方(fang)(fang)百(bai)計落實煤(mei)(mei)炭資源(yuan),及時幫助存(cun)(cun)煤(mei)(mei)偏(pian)低電(dian)廠協調落實煤(mei)(mei)源(yuan)和(he)運(yun)力(li),將(jiang)電(dian)廠存(cun)(cun)煤(mei)(mei)天數提升到合理(li)水平(ping)。要組織煤(mei)(mei)炭和(he)電(dian)力(li)企業再簽(qian)訂一(yi)批(pi)中(zhong)長(chang)期(qi)合同,督促已簽(qian)訂中(zhong)長(chang)期(qi)合同嚴格履約,月度履約率要提高到90%以(yi)上。
(二)切實(shi)提(ti)升電(dian)力(li)(li)(li)供應(ying)保障(zhang)能(neng)(neng)(neng)力(li)(li)(li)。各地要提(ti)前摸清本地電(dian)煤、天然氣(qi)等燃料資源落實(shi)情況,指導本地發(fa)電(dian)企業(ye)千(qian)方(fang)(fang)百(bai)計提(ti)升高峰(feng)時段發(fa)電(dian)供電(dian)能(neng)(neng)(neng)力(li)(li)(li);加(jia)大(da)監管和(he)(he)(he)(he)懲(cheng)處力(li)(li)(li)度,避免出現煤價(jia)上漲導致臨時檢(jian)修和(he)(he)(he)(he)出力(li)(li)(li)受(shou)阻(zu)的情況。供需形勢偏緊的地區,要主(zhu)動(dong)與送電(dian)省(sheng)份政府(fu)部門和(he)(he)(he)(he)國家電(dian)網公司、南(nan)方(fang)(fang)電(dian)網公司銜接,加(jia)大(da)跨省(sheng)區送受(shou)電(dian)力(li)(li)(li)度,通過市(shi)場化交(jiao)易提(ti)高供應(ying)能(neng)(neng)(neng)力(li)(li)(li)。電(dian)網企業(ye)要優化安(an)排電(dian)力(li)(li)(li)系統運(yun)行方(fang)(fang)式(shi),確(que)保全方(fang)(fang)式(shi)全接線運(yun)行,增強省(sheng)間余缺調劑(ji)能(neng)(neng)(neng)力(li)(li)(li),實(shi)現大(da)范圍資源優化配置;要加(jia)大(da)配電(dian)網建(jian)設和(he)(he)(he)(he)改造力(li)(li)(li)度,有(you)效緩解“卡脖子”問題。發(fa)電(dian)企業(ye)要統籌考慮生產和(he)(he)(he)(he)經營的關(guan)系,加(jia)強設備運(yun)行維護和(he)(he)(he)(he)管理,努力(li)(li)(li)減少機組(zu)出力(li)(li)(li)受(shou)阻(zu)情況,確(que)保機組(zu)穩發(fa)穩供。
(三)切(qie)實提升油(you)氣供(gong)應保(bao)(bao)(bao)障(zhang)能力。中石(shi)油(you)、中石(shi)化、中海油(you)、國(guo)家管(guan)網(wang)(wang)(wang)等主(zhu)要油(you)氣生產運輸(shu)企業要加(jia)(jia)強(qiang)與有關部門和地(di)方(fang)溝通協調,合理(li)組織生產,加(jia)(jia)強(qiang)油(you)氣管(guan)網(wang)(wang)(wang)運行調度,確保(bao)(bao)(bao)資源安全(quan)(quan)穩(wen)定供(gong)應。要推動油(you)氣多元化進(jin)(jin)口,加(jia)(jia)強(qiang)油(you)氣進(jin)(jin)口統籌(chou)協調,保(bao)(bao)(bao)障(zhang)國(guo)內油(you)氣安全(quan)(quan)穩(wen)定供(gong)應。充分發(fa)揮“全(quan)(quan)國(guo)一張網(wang)(wang)(wang)”優勢,加(jia)(jia)快推進(jin)(jin)主(zhu)干管(guan)網(wang)(wang)(wang)建(jian)設和互(hu)(hu)聯互(hu)(hu)通,提高油(you)氣互(hu)(hu)供(gong)互(hu)(hu)保(bao)(bao)(bao)能力。統籌(chou)加(jia)(jia)強(qiang)電(dian)力天然氣聯調互(hu)(hu)保(bao)(bao)(bao),保(bao)(bao)(bao)障(zhang)重(zhong)點地(di)區發(fa)電(dian)用氣合理(li)需求,增(zeng)加(jia)(jia)頂峰(feng)電(dian)力供(gong)應。
(四(si))切(qie)實提升運(yun)輸(shu)(shu)(shu)保障(zhang)能(neng)力(li)。各地、各有關單位要(yao)深入(ru)貫徹落實黨中央、國(guo)務(wu)院關于推進運(yun)輸(shu)(shu)(shu)結構調整的(de)(de)決策(ce)部署(shu),在確(que)保煤(mei)(mei)炭(tan)(tan)、油(you)品等重點(dian)物資運(yun)輸(shu)(shu)(shu)保障(zhang)的(de)(de)基礎(chu)上大力(li)推動“公轉鐵(tie)、公轉水”,做好(hao)運(yun)輸(shu)(shu)(shu)保障(zhang)方案(an)和應急運(yun)輸(shu)(shu)(shu)方案(an),充分發揮各種運(yun)輸(shu)(shu)(shu)方式的(de)(de)綜合(he)效能(neng)。鐵(tie)路、港航(hang)企業(ye)要(yao)切(qie)實組織好(hao)車船調配和港口(kou)裝卸,深入(ru)挖掘煤(mei)(mei)炭(tan)(tan)外運(yun)通(tong)道運(yun)輸(shu)(shu)(shu)潛力(li),努(nu)力(li)增加(jia)發往主要(yao)煤(mei)(mei)炭(tan)(tan)中轉港口(kou)的(de)(de)鐵(tie)路運(yun)力(li);突出重點(dian)急需,對存(cun)煤(mei)(mei)明顯偏低的(de)(de)重點(dian)電廠(chang),優先安(an)排(pai)裝車發運(yun)和港口(kou)接(jie)卸。
四、加強動態平衡,發揮能源儲備作用
(一)加(jia)(jia)強(qiang)儲(chu)(chu)煤(mei)設(she)施建設(she),提升電煤(mei)庫存水平。煤(mei)炭(tan)企(qi)業(ye)要積(ji)極整合(he)資源(yuan)(yuan),完善儲(chu)(chu)煤(mei)設(she)施,落實(shi)(shi)最低最高庫存制度(du),確保迎峰(feng)度(du)夏發電用煤(mei)基本需求。鼓(gu)勵(li)有條件的地方和企(qi)業(ye)在煤(mei)炭(tan)生產(chan)地、消費地、鐵路交通(tong)樞(shu)紐、主要中轉港口建立煤(mei)炭(tan)產(chan)品儲(chu)(chu)備(bei),按照合(he)理輻(fu)射半徑,培(pei)育建設(she)一批儲(chu)(chu)煤(mei)基地。發電企(qi)業(ye)要認真(zhen)履行保障供(gong)應主體責任,將保供(gong)任務(wu)責任細化落實(shi)(shi)到個人,主動加(jia)(jia)強(qiang)與煤(mei)炭(tan)、運輸企(qi)業(ye)溝通(tong)聯(lian)系,擴大市場煤(mei)采購范(fan)圍(wei),落實(shi)(shi)所需資源(yuan)(yuan)和運力(li),提前(qian)做好(hao)電煤(mei)儲(chu)(chu)備(bei)工(gong)作,避免出現缺煤(mei)停機情況。
(二(er))加強調(diao)峰(feng)能(neng)力(li)建設,提高電力(li)系統靈(ling)活性。各地要壓(ya)實責任(ren),加強應急(ji)備(bei)用和調(diao)峰(feng)電源(yuan)(yuan)能(neng)力(li)建設,切(qie)實提高迎峰(feng)度夏期間(jian)的電力(li)應急(ji)保障能(neng)力(li);要將擬淘汰退役但(dan)仍具備(bei)改造為應急(ji)備(bei)用電源(yuan)(yuan)條件(jian)的煤電機(ji)(ji)組予以保留;要加大力(li)度推(tui)動抽水(shui)蓄能(neng)和新型儲能(neng)加快(kuai)發(fa)展,不斷健全市場(chang)化(hua)運行機(ji)(ji)制,全力(li)提升(sheng)電源(yuan)(yuan)側(ce)、電網側(ce)、用戶側(ce)儲能(neng)調(diao)峰(feng)能(neng)力(li)。
(三)加(jia)快(kuai)儲(chu)(chu)氣設(she)施(shi)(shi)建設(she),補(bu)齊儲(chu)(chu)氣能(neng)力短板(ban)。各地要加(jia)強統籌規劃,加(jia)快(kuai)儲(chu)(chu)氣設(she)施(shi)(shi)建設(she),推動列入(ru)(ru)規劃范圍的(de)儲(chu)(chu)氣設(she)施(shi)(shi)項(xiang)(xiang)目(mu)(mu)盡(jin)早建成(cheng)投(tou)(tou)產。中(zhong)石油(you)、中(zhong)石化、中(zhong)海油(you)、國(guo)家管網要加(jia)大(da)(da)儲(chu)(chu)氣設(she)施(shi)(shi)建設(she)投(tou)(tou)入(ru)(ru)力度,確保(bao)列入(ru)(ru)年度重大(da)(da)項(xiang)(xiang)目(mu)(mu)清單的(de)儲(chu)(chu)氣設(she)施(shi)(shi)項(xiang)(xiang)目(mu)(mu)全面開工(gong)建設(she),對已(yi)建成(cheng)的(de)儲(chu)(chu)氣設(she)施(shi)(shi)抓緊(jin)安(an)排(pai)投(tou)(tou)產運行(xing),入(ru)(ru)冬前應儲(chu)(chu)盡(jin)儲(chu)(chu),提前做好冬季(ji)調峰保(bao)供的(de)資源儲(chu)(chu)備。各省(sheng)、區(qu)、市相關部(bu)門也要統籌加(jia)快(kuai)“城燃企業5%、地方政府3天”儲(chu)(chu)氣能(neng)力建設(she),已(yi)投(tou)(tou)產儲(chu)(chu)氣設(she)施(shi)(shi)入(ru)(ru)冬前應儲(chu)(chu)盡(jin)儲(chu)(chu)。
五、堅持底線思維,完善能源需求側管理
(一(yi))加(jia)強用(yong)(yong)(yong)煤(mei)(mei)需求側管理。各(ge)地(di)(di)要認(ren)真對(dui)標對(dui)表碳(tan)達峰(feng)、碳(tan)中和(he)目標,統(tong)籌減煤(mei)(mei)和(he)保(bao)(bao)供(gong),有(you)序推進煤(mei)(mei)炭替代,把握工作(zuo)力度(du),保(bao)(bao)障(zhang)重點領(ling)域用(yong)(yong)(yong)煤(mei)(mei)需求。各(ge)地(di)(di)特(te)別是煤(mei)(mei)炭供(gong)應保(bao)(bao)障(zhang)難(nan)度(du)大的地(di)(di)區要摸清重點行業用(yong)(yong)(yong)煤(mei)(mei)情況(kuang),制(zhi)定詳(xiang)實(shi)可操作(zuo)的有(you)序用(yong)(yong)(yong)煤(mei)(mei)預案(an),做(zuo)好應急值守和(he)及時響(xiang)(xiang)應,確(que)保(bao)(bao)民(min)生(sheng)用(yong)(yong)(yong)煤(mei)(mei)不受影響(xiang)(xiang)。
(二)加強用(yong)(yong)(yong)電(dian)(dian)(dian)需(xu)求側(ce)管理。各地要(yao)嚴格落(luo)實優先購電(dian)(dian)(dian)制(zhi)度(du),供(gong)應(ying)緊張時精(jing)細化(hua)(hua)實施有序用(yong)(yong)(yong)電(dian)(dian)(dian)方案,優先保(bao)障居(ju)民、農業、重要(yao)公用(yong)(yong)(yong)事業和公益性服務(wu)用(yong)(yong)(yong)電(dian)(dian)(dian)。要(yao)根據供(gong)需(xu)情況科學編制(zhi)有序用(yong)(yong)(yong)電(dian)(dian)(dian)方案,細化(hua)(hua)完(wan)(wan)善(shan)電(dian)(dian)(dian)力可中斷負荷清單,按照“一用(yong)(yong)(yong)一調整(zheng)、一年(nian)兩(liang)調整(zheng)”的(de)原則完(wan)(wan)善(shan)動態調整(zheng)機制(zhi),實現(xian)本(ben)地區可調用(yong)(yong)(yong)電(dian)(dian)(dian)負荷達到最(zui)大用(yong)(yong)(yong)電(dian)(dian)(dian)負荷的(de)15%以上。提升市(shi)場化(hua)(hua)需(xu)求側(ce)調峰(feng)(feng)(feng)能力,充分發(fa)揮電(dian)(dian)(dian)能服務(wu)商、負荷集成商、售電(dian)(dian)(dian)公司等市(shi)場主體(ti)資源(yuan)整(zheng)合優勢,引導和激勵電(dian)(dian)(dian)力用(yong)(yong)(yong)戶挖掘調峰(feng)(feng)(feng)資源(yuan),參(can)與系統調峰(feng)(feng)(feng),形成占年(nian)度(du)最(zui)大用(yong)(yong)(yong)電(dian)(dian)(dian)負荷3%左右的(de)需(xu)求響應(ying)能力。
(三)加強(qiang)用(yong)(yong)氣(qi)用(yong)(yong)油需(xu)求(qiu)側管理。各地(di)和(he)上游供氣(qi)企業(ye)要(yao)按照“保(bao)民(min)生(sheng)(sheng)、保(bao)公用(yong)(yong)、保(bao)重點”的(de)要(yao)求(qiu),制訂(ding)完(wan)善(shan)應(ying)(ying)急(ji)預(yu)案(an),加強(qiang)應(ying)(ying)急(ji)演練,切(qie)實(shi)保(bao)障民(min)生(sheng)(sheng)用(yong)(yong)氣(qi)。要(yao)動態更新非居民(min)可(ke)中(zhong)斷用(yong)(yong)戶調峰清單,不斷完(wan)善(shan)原油需(xu)求(qiu)側管理能力。各地(di)要(yao)督促有關企業(ye)嚴格簽(qian)訂(ding)可(ke)中(zhong)斷供氣(qi)合同,約(yue)定中(zhong)斷時間、氣(qi)量以及相(xiang)(xiang)應(ying)(ying)補償措施,確保(bao)壓減預(yu)案(an)科學,相(xiang)(xiang)關審(shen)批(pi)和(he)啟動程序規范。
(四)加強安全隱患排(pai)查(cha)。各地要(yao)充分利(li)用新(xin)技術手段,對(dui)(dui)迎峰度夏期(qi)間能源供應(ying)的(de)重(zhong)(zhong)點地區、關鍵環(huan)節、重(zhong)(zhong)要(yao)設(she)施加強風險隱患排(pai)查(cha),對(dui)(dui)發現的(de)問題(ti)及早干預、及早處(chu)置,最大限度降(jiang)低安全事故(gu)、重(zhong)(zhong)大突發事件和(he)極端天氣對(dui)(dui)能源供應(ying)的(de)影響。各地要(yao)建立健全隱患排(pai)查(cha)掛(gua)牌督辦機制(zhi),督促企(qi)業認真落實安全生(sheng)產(chan)主體責任(ren),對(dui)(dui)于(yu)發現的(de)問題(ti)列出整(zheng)改時間表(biao)和(he)路線圖,對(dui)(dui)于(yu)不能按期(qi)整(zheng)改的(de)企(qi)業要(yao)按規定予以嚴肅處(chu)理。
六、加強組織實施,切實保障各項措施有效落實
(一)明確責(ze)(ze)任分(fen)工(gong)(gong)。各地要(yao)切實(shi)(shi)履行保障煤電油氣運供應(ying)的責(ze)(ze)任,層(ceng)層(ceng)壓實(shi)(shi)相關部門(men)和企(qi)業的主體責(ze)(ze)任,研究制(zhi)定迎峰(feng)度夏能源(yuan)保障工(gong)(gong)作方案。要(yao)建立(li)工(gong)(gong)作協調機制(zhi),加(jia)強部門(men)間(jian)、企(qi)業間(jian)溝通聯系,強化信息(xi)共(gong)享(xiang)和工(gong)(gong)作協同(tong),形(xing)成工(gong)(gong)作合力(li)。
(二(er))加強(qiang)輿(yu)情(qing)監測引導。各地和能(neng)(neng)(neng)(neng)源企業(ye)(ye)要加強(qiang)輿(yu)情(qing)監測,及時有效引導和妥(tuo)善(shan)應對相關輿(yu)情(qing)。要切實做好節約(yue)用(yong)(yong)能(neng)(neng)(neng)(neng)社會(hui)宣傳工作,倡(chang)導公用(yong)(yong)事業(ye)(ye)辦公場所、商(shang)業(ye)(ye)用(yong)(yong)戶主動降(jiang)低(di)空(kong)調負荷,引導全社會(hui)科學(xue)用(yong)(yong)能(neng)(neng)(neng)(neng)、節約(yue)用(yong)(yong)能(neng)(neng)(neng)(neng)、錯峰用(yong)(yong)能(neng)(neng)(neng)(neng)。
(三)建(jian)立健全通報制度(du)(du)。各(ge)(ge)地要加(jia)強能(neng)源迎(ying)峰度(du)(du)夏各(ge)(ge)項任務(wu)的細化和(he)落(luo)實(shi),完善監(jian)管(guan)(guan)手段,提升(sheng)監(jian)管(guan)(guan)能(neng)力,確保各(ge)(ge)項保供(gong)措施落(luo)實(shi)到位(wei)。積極發(fa)揮第三方(fang)專業(ye)機構作用,對迎(ying)峰度(du)(du)夏保供(gong)應、實(shi)施方(fang)案預案等(deng)重點(dian)工作進行評估,并建(jian)立健全通報制度(du)(du),對于工作推進成(cheng)效明顯的地區和(he)企業(ye)給予通報表揚,對于工作推進不(bu)到位(wei)的進行通報批評。
