“雙碳”之路漸近,太陽能熱發電大有可為

從青(qing)海(hai)(hai)省海(hai)(hai)南(nan)州共(gong)和(he)縣出(chu)發,向(xiang)西南(nan)約12公里,廣袤(mao)而(er)又荒蕪的(de)(de)“塔(ta)拉灘”便會映入眼簾(lian)。“塔(ta)拉灘”地勢開闊平坦(tan),平均海(hai)(hai)拔2900米(mi),在(zai)湛藍的(de)(de)天空(kong)下,顯得蔚為壯(zhuang)觀(guan)。日前,位于“塔(ta)拉灘”的(de)(de)國(guo)家首批(pi)光(guang)熱發電(dian)示范(fan)(fan)項目之一——青(qing)海(hai)(hai)共(gong)和(he)50MW光(guang)熱發電(dian)項目通過示范(fan)(fan)性驗收,為我(wo)國(guo)太(tai)陽(yang)能熱發電(dian)行業的(de)(de)探索,又增添了新的(de)(de)詩篇。


在“碳(tan)達(da)峰”“碳(tan)中(zhong)(zhong)和”目標(biao)的(de)(de)引領下,我國可再生能(neng)源大規模開發(fa)利用的(de)(de)時代即將到(dao)來(lai),構建以新(xin)(xin)能(neng)源為主(zhu)體的(de)(de)新(xin)(xin)型電(dian)(dian)力(li)系統已經成為我國能(neng)源轉型的(de)(de)主(zhu)戰(zhan)場(chang)。隨之(zhi)而(er)來(lai)的(de)(de)是要應(ying)對高比例風電(dian)(dian)、光伏發(fa)電(dian)(dian)的(de)(de)間歇(xie)性和波動性帶來(lai)的(de)(de)巨(ju)大挑(tiao)戰(zhan),太陽能(neng)熱發(fa)電(dian)(dian)在新(xin)(xin)型電(dian)(dian)力(li)系統中(zhong)(zhong)的(de)(de)重要性也逐漸凸(tu)顯。然而(er),從我國目前(qian)的(de)(de)裝機(ji)容量來(lai)看(kan),太陽能(neng)熱發(fa)電(dian)(dian)的(de)(de)發(fa)展明顯不足(zu),現有的(de)(de)市場(chang)無(wu)法滿(man)足(zu)“雙碳(tan)”目標(biao)下應(ying)可再生能(neng)源加速發(fa)展而(er)帶來(lai)的(de)(de)需求(qiu),進入“十(shi)四五(wu)”發(fa)展階段(duan),行業發(fa)展仍需政策紓困。


1、優勢明顯,雙碳之路大有可為


在能(neng)源轉(zhuan)型(xing)大背景下,光(guang)(guang)熱發電(dian)(dian)(dian)(dian)的重要性正(zheng)越(yue)來越(yue)凸顯。中國電(dian)(dian)(dian)(dian)機工(gong)程學會太陽(yang)能(neng)熱發電(dian)(dian)(dian)(dian)專(zhuan)委會副主任委員兼秘書長、電(dian)(dian)(dian)(dian)力(li)規(gui)劃設計總院(yuan)高級顧問孫銳在接受(shou)本報記者獨家專(zhuan)訪時指出,儲熱型(xing)光(guang)(guang)熱發電(dian)(dian)(dian)(dian)是(shi)集發電(dian)(dian)(dian)(dian)與儲能(neng)為(wei)一體(ti)的太陽(yang)能(neng)發電(dian)(dian)(dian)(dian)方式,具有(you)發電(dian)(dian)(dian)(dian)功率穩(wen)定可(ke)靠、調(diao)節靈活的特性,“它可(ke)以替(ti)代煤電(dian)(dian)(dian)(dian)機組在新(xin)型(xing)電(dian)(dian)(dian)(dian)力(li)系統中承擔基荷、調(diao)峰(feng)、調(diao)頻,也可(ke)以像抽水(shui)蓄能(neng)那樣作為(wei)電(dian)(dian)(dian)(dian)網側的儲能(neng)電(dian)(dian)(dian)(dian)站發揮作用。”

在(zai)孫銳看來,不(bu)(bu)同(tong)的(de)(de)(de)(de)儲(chu)能(neng)(neng)方式有各自的(de)(de)(de)(de)優勢和(he)不(bu)(bu)足,應結(jie)合不(bu)(bu)同(tong)的(de)(de)(de)(de)應用(yong)場景進行(xing)合理的(de)(de)(de)(de)選擇,才能(neng)(neng)揚(yang)長(chang)避短。他表示,儲(chu)熱(re)型光熱(re)電(dian)站的(de)(de)(de)(de)設計(ji)壽(shou)命可(ke)長(chang)達30年,儲(chu)熱(re)介質(zhi)熔(rong)鹽的(de)(de)(de)(de)使用(yong)壽(shou)命可(ke)與電(dian)站的(de)(de)(de)(de)壽(shou)命相同(tong),而且對環境沒(mei)(mei)有污染;同(tong)時,在(zai)連續多天(tian)沒(mei)(mei)有日照的(de)(de)(de)(de)極端天(tian)氣(qi)(qi)條件下,仍(reng)然可(ke)以利用(yong)天(tian)然氣(qi)(qi)發電(dian),只需要(yao)增設加熱(re)熔(rong)鹽用(yong)的(de)(de)(de)(de)天(tian)然氣(qi)(qi)鍋(guo)爐,備用(yong)成本低。


對此,浙(zhe)江中控太(tai)陽能(neng)技術有(you)(you)限公(gong)司董事長金建祥也認為,太(tai)陽能(neng)熱(re)(re)發(fa)電是(shi)(shi)用熱(re)(re)來儲(chu)存能(neng)量,與其他儲(chu)能(neng)方式相比,擁有(you)(you)成本低、安全、環(huan)保的優勢,同(tong)時還具有(you)(you)甚至(zhi)比煤電更好的調(diao)峰功能(neng)。“光熱(re)(re)采用的熔鹽儲(chu)能(neng)非(fei)常安全且資源豐(feng)富,同(tong)時,熱(re)(re)儲(chu)能(neng)的壽命(ming)(ming)非(fei)常長,可以跟(gen)抽水蓄能(neng)媲美。”他表示,目(mu)前電池儲(chu)能(neng)的完整(zheng)充放(fang)電次數(shu)在1000次左右,而熔鹽儲(chu)能(neng)是(shi)(shi)物理變化過程,壽命(ming)(ming)是(shi)(shi)無限長的。


業內認為(wei),作為(wei)一(yi)(yi)種(zhong)(zhong)儲能(neng)(neng)方(fang)(fang)式,光熱(re)具有安(an)全性(xing)、環保(bao)和(he)(he)經(jing)濟性(xing)的(de)優(you)勢(shi),而(er)作為(wei)一(yi)(yi)種(zhong)(zhong)可(ke)(ke)再生(sheng)能(neng)(neng)源(yuan),其(qi)作為(wei)優(you)質電(dian)源(yuan)的(de)特性(xing)也是一(yi)(yi)種(zhong)(zhong)巨大(da)的(de)優(you)勢(shi)。首航高科(ke)能(neng)(neng)源(yuan)技(ji)術(shu)股份有限公司副(fu)董事長黃文博(bo)則強調(diao)(diao),太陽能(neng)(neng)熱(re)發電(dian)是一(yi)(yi)種(zhong)(zhong)清潔的(de)可(ke)(ke)再生(sheng)能(neng)(neng)源(yuan)發電(dian)方(fang)(fang)式,其(qi)全產業鏈全周期度電(dian)碳排放(fang)量僅是光伏和(he)(he)風電(dian)的(de)1/4,是一(yi)(yi)種(zhong)(zhong)優(you)質電(dian)源(yuan),因(yin)其(qi)良好的(de)儲熱(re)性(xing)能(neng)(neng)和(he)(he)類似(si)于(yu)火電(dian)的(de)電(dian)力(li)品質,可(ke)(ke)參與電(dian)網調(diao)(diao)頻和(he)(he)調(diao)(diao)峰,對(dui)構建新能(neng)(neng)源(yuan)電(dian)力(li)系(xi)統至關重要。


“太(tai)陽(yang)能(neng)熱發(fa)電(dian)(dian)(dian)對(dui)電(dian)(dian)(dian)網(wang)具有(you)先(xian)天的友好性。”太(tai)陽(yang)能(neng)光熱產業(ye)技(ji)術創新戰(zhan)略聯盟理事(shi)長、中(zhong)國科學院電(dian)(dian)(dian)工所研究員(yuan)王(wang)志峰(feng)(feng)指出,在未來(lai)(lai)的“碳中(zhong)和”體系中(zhong),可再生能(neng)源占比將達到80%以(yi)上(shang),電(dian)(dian)(dian)源側的調峰(feng)(feng)就會(hui)變(bian)得重要(yao),由于未來(lai)(lai)不(bu)太(tai)適合(he)繼續用火電(dian)(dian)(dian)來(lai)(lai)調峰(feng)(feng),以(yi)及風電(dian)(dian)(dian)、光伏發(fa)電(dian)(dian)(dian)的不(bu)穩(wen)定(ding)性,用光熱發(fa)電(dian)(dian)(dian)進(jin)行(xing)調節將會(hui)越(yue)來(lai)(lai)越(yue)重要(yao)。


2、舉世矚目,示范項目成績斐然


記者(zhe)了(le)解到(dao),2016年,隨著《關(guan)于建設(she)太陽能熱發電示范項(xiang)(xiang)(xiang)(xiang)目(mu)的(de)通知》發布,首(shou)批太陽能熱發電示范項(xiang)(xiang)(xiang)(xiang)目(mu)正式啟動(dong),到(dao)目(mu)前為止,已投運(yun)的(de)示范項(xiang)(xiang)(xiang)(xiang)目(mu)運(yun)行狀況(kuang)良好。在示范項(xiang)(xiang)(xiang)(xiang)目(mu)的(de)帶動(dong)下(xia),形成了(le)技術研發、裝備(bei)材料制(zhi)造、工(gong)程設(she)計和工(gong)程建設(she)等(deng)全套產業鏈,為光(guang)熱發電的(de)后續(xu)發展打(da)下(xia)了(le)良好的(de)基礎,達到(dao)了(le)示范項(xiang)(xiang)(xiang)(xiang)目(mu)的(de)初衷和目(mu)的(de)。

雖然我國(guo)(guo)太(tai)陽能熱(re)發(fa)(fa)電(dian)(dian)產(chan)業(ye)(ye)(ye)起步較晚,但近年(nian)來,通過(guo)國(guo)(guo)家示(shi)范項(xiang)目的(de)(de)推(tui)進和(he)企(qi)業(ye)(ye)(ye)的(de)(de)自(zi)主(zhu)創(chuang)新與研(yan)發(fa)(fa),部分技術(shu)(shu)(shu)已走在(zai)國(guo)(guo)際(ji)前列。“經過(guo)十多年(nian)的(de)(de)研(yan)究開(kai)發(fa)(fa)和(he)試驗、示(shi)范,我國(guo)(guo)在(zai)光熱(re)發(fa)(fa)電(dian)(dian)領域取得了(le)令(ling)世界矚目的(de)(de)成績(ji)。”孫銳表示(shi),一(yi)些高校(xiao)、科(ke)研(yan)機構和(he)企(qi)業(ye)(ye)(ye)成功開(kai)發(fa)(fa)了(le)一(yi)些具有自(zi)主(zhu)知(zhi)識(shi)產(chan)權(quan)的(de)(de)技術(shu)(shu)(shu)和(he)裝備(bei),使我國(guo)(guo)的(de)(de)光熱(re)發(fa)(fa)電(dian)(dian)技術(shu)(shu)(shu)和(he)裝備(bei)能夠實現(xian)自(zi)主(zhu)化;同時形成了(le)完整的(de)(de)產(chan)業(ye)(ye)(ye)鏈,使光熱(re)發(fa)(fa)電(dian)(dian)具備(bei)了(le)大規模應用的(de)(de)條件(jian);此(ci)外,通過(guo)示(shi)范項(xiang)目建設,嘗試了(le)各種聚光集熱(re)的(de)(de)技術(shu)(shu)(shu)路(lu)線(xian),為以后綜合(he)比選出更加適(shi)合(he)我國(guo)(guo)地理環境和(he)氣象條件(jian)的(de)(de)技術(shu)(shu)(shu)路(lu)線(xian)創(chuang)造了(le)條件(jian)。


對(dui)此(ci),王志峰也(ye)指出,在我國光熱示范項目(mu)(mu)推進的(de)(de)過程中(zhong),首先形成了(le)(le)(le)產業鏈,從材料到服務、運維、生產,目(mu)(mu)前(qian)都實現了(le)(le)(le)自主(zhu)(zhu)化,技術得到了(le)(le)(le)很大的(de)(de)提(ti)高;其(qi)次,隨(sui)著示范項目(mu)(mu)的(de)(de)建設,熱發電的(de)(de)多種(zhong)形式都得到了(le)(le)(le)驗證,對(dui)下一(yi)步采用哪種(zhong)方式作為發展(zhan)(zhan)的(de)(de)主(zhu)(zhu)流提(ti)供(gong)了(le)(le)(le)經(jing)驗;此(ci)外(wai),創新電站(zhan)也(ye)得到了(le)(le)(le)嘗試(shi)和發展(zhan)(zhan),調峰性能也(ye)已經(jing)凸顯。他告訴記者,目(mu)(mu)前(qian),我國已有的(de)(de)11個光熱電站(zhan)呈(cheng)現出百(bai)花齊(qi)放的(de)(de)特點(dian),為未(wei)來的(de)(de)進一(yi)步發展(zhan)(zhan)奠定了(le)(le)(le)基(ji)礎(chu)。


在國(guo)(guo)內產(chan)業發(fa)展水平不斷提(ti)升的(de)同時(shi),光(guang)(guang)熱(re)發(fa)電在國(guo)(guo)際(ji)合作中也取(qu)得了(le)(le)矚目的(de)成績(ji)。“隨(sui)著國(guo)(guo)內光(guang)(guang)熱(re)發(fa)電產(chan)業的(de)發(fa)展,一些具有優勢(shi)的(de)企業已經參與(yu)到國(guo)(guo)際(ji)市場(chang)的(de)競爭中,并取(qu)得了(le)(le)可喜成果(guo)。”孫銳指出,隨(sui)著世界各(ge)國(guo)(guo)碳減排戰(zhan)略的(de)實施,我國(guo)(guo)燃煤(mei)發(fa)電裝備的(de)出口將越來越困難,光(guang)(guang)熱(re)發(fa)電產(chan)業已成為我國(guo)(guo)實施“一帶(dai)一路(lu)”倡議、機電裝備制造業走向國(guo)(guo)際(ji)市場(chang)的(de)優勢(shi)產(chan)業,必將為擴大我國(guo)(guo)機電裝備在國(guo)(guo)際(ji)市場(chang)上的(de)份額發(fa)揮(hui)重要作用。


據黃文博介紹(shao),近(jin)年來,跟(gen)(gen)隨(sui)“一(yi)帶(dai)一(yi)路”建設步伐,我(wo)國光(guang)熱企(qi)業開(kai)(kai)始在(zai)(zai)南(nan)美、北非、中(zhong)東、南(nan)歐等地站(zhan)穩腳跟(gen)(gen),持續擴大中(zhong)國品牌影響力(li),逐漸(jian)從項目總(zong)包(bao)和(he)投資商向(xiang)項目主設備供應商、集(ji)成商發展。2018年,上海電氣集(ji)團股份有限(xian)公司在(zai)(zai)充分市(shi)(shi)場(chang)(chang)競爭(zheng)的情況下,以(yi)世界(jie)最高標準贏得了迪(di)拜700兆(zhao)瓦(wa)光(guang)熱發電項目的總(zong)承包(bao)機會(hui)。此(ci)外(wai),我(wo)國企(qi)業參(can)加總(zong)包(bao)的摩洛哥250兆(zhao)瓦(wa)槽(cao)式(shi)NOOR2、150兆(zhao)瓦(wa)塔式(shi)NOOR3光(guang)熱電站(zhan)相繼(ji)投運,在(zai)(zai)海外(wai)市(shi)(shi)場(chang)(chang)建立起良好信(xin)譽。此(ci)外(wai),希臘、智利、非洲(zhou)等地的市(shi)(shi)場(chang)(chang)開(kai)(kai)拓也(ye)進(jin)入了新(xin)階段。


3、瓶頸猶存,行業亟需政策紓困


雖然經過(guo)多(duo)年(nian)示(shi)范,太陽能熱發(fa)(fa)電(dian)的發(fa)(fa)展(zhan)得到(dao)較(jiao)(jiao)大提升,但目前,國內外光熱發(fa)(fa)電(dian)裝機量(liang)都(dou)相對較(jiao)(jiao)小。金建祥認為(wei),一方(fang)面(mian)(mian)原因在于(yu)光熱發(fa)(fa)電(dian)調試(shi)運營(ying)、安裝都(dou)比風電(dian)、光伏(fu)復雜;另(ling)一方(fang)面(mian)(mian),由于(yu)沒有形成規模效應(ying),投資(zi)金額和風險較(jiao)(jiao)大,導致光熱發(fa)(fa)電(dian)很多(duo)優勢未(wei)能體現出來。他表示(shi),“光熱發(fa)(fa)電(dian)需(xu)要通(tong)過(guo)持(chi)續的技術迭代,為(wei)未(wei)來做(zuo)儲備。”


金建祥指出,隨著高(gao)比例可(ke)再生能源新型電(dian)(dian)(dian)(dian)力(li)系(xi)統發(fa)展,煤電(dian)(dian)(dian)(dian)占(zhan)比逐漸降(jiang)低,風電(dian)(dian)(dian)(dian)、光(guang)(guang)伏(fu)發(fa)電(dian)(dian)(dian)(dian)的(de)(de)(de)不(bu)穩定性(xing)也將(jiang)隨之大量出現,屆時(shi),如果沒有足(zu)夠的(de)(de)(de)光(guang)(guang)熱發(fa)電(dian)(dian)(dian)(dian),電(dian)(dian)(dian)(dian)力(li)系(xi)統就會出問題。他強調,決策者需要(yao)有戰略家的(de)(de)(de)眼光(guang)(guang),在(zai)政策制定的(de)(de)(de)角(jiao)度,要(yao)看未(wei)來(lai)(lai)十年、二(er)十年的(de)(de)(de)長期需求,為(wei)光(guang)(guang)熱發(fa)電(dian)(dian)(dian)(dian)投入資源來(lai)(lai)培育;同(tong)時(shi),要(yao)進一步推(tui)進電(dian)(dian)(dian)(dian)力(li)體制的(de)(de)(de)市場化改革,將(jiang)電(dian)(dian)(dian)(dian)作為(wei)一種商(shang)品(pin),以供求關(guan)系(xi)來(lai)(lai)決定其(qi)價格,“如果在(zai)不(bu)同(tong)時(shi)間(jian)段實行不(bu)同(tong)電(dian)(dian)(dian)(dian)價,作為(wei)天然能帶來(lai)(lai)大容量低成本儲能的(de)(de)(de)電(dian)(dian)(dian)(dian)源,光(guang)(guang)熱的(de)(de)(de)問題會迎(ying)刃而解。”


對于電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)體制改(gai)革(ge),孫(sun)銳(rui)也表示,要(yao)(yao)從根本(ben)上(shang)(shang)(shang)解決(jue)政策上(shang)(shang)(shang)的(de)(de)障礙,必須依(yi)靠電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)體制和(he)機制改(gai)革(ge)。按照目前的(de)(de)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)源(yuan)上(shang)(shang)(shang)網(wang)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia)形成機制,電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)源(yuan)的(de)(de)上(shang)(shang)(shang)網(wang)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia)是按照電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)源(yuan)投(tou)資的(de)(de)基準收益率(lv)確(que)定的(de)(de),并沒有(you)體現電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)品質的(de)(de)差(cha)異,也沒有(you)反應供求(qiu)關系(xi)(xi)。因此,電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)源(yuan)上(shang)(shang)(shang)網(wang)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia)形成機制應盡快(kuai)進行(xing)市(shi)場化改(gai)革(ge)。他還指出,按照國(guo)際上(shang)(shang)(shang)的(de)(de)經驗,電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)源(yuan)的(de)(de)上(shang)(shang)(shang)網(wang)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia)是通(tong)(tong)過市(shi)場競爭(zheng)確(que)定的(de)(de),但電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)系(xi)(xi)統中各種電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)源(yuan)種類的(de)(de)配比(bi)則需要(yao)(yao)系(xi)(xi)統研究(jiu)確(que)定。另一方面(mian),電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)源(yuan)上(shang)(shang)(shang)網(wang)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia)要(yao)(yao)反應電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)銷(xiao)售(shou)端的(de)(de)供求(qiu)關系(xi)(xi),即與銷(xiao)售(shou)端峰(feng)谷分時銷(xiao)售(shou)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia)模式掛鉤,不同時段(duan)采用不同的(de)(de)上(shang)(shang)(shang)網(wang)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia)系(xi)(xi)數。“十四(si)五”期間,在我國(guo)西電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)東送(song)通(tong)(tong)道的(de)(de)送(song)出端,建設儲熱型光(guang)熱發(fa)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)替代燃煤機組(zu),可(ke)以顯著(zhu)的(de)(de)提高(gao)可(ke)再生能源(yuan)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)外送(song)的(de)(de)比(bi)重。


記(ji)(ji)者(zhe)了解(jie)到(dao),為(wei)解(jie)決新能(neng)源(yuan)發(fa)(fa)(fa)(fa)電(dian)的并網(wang)問題,儲能(neng)的作(zuo)用(yong)已得到(dao)廣泛(fan)認(ren)可(ke)。近日(ri),國(guo)家發(fa)(fa)(fa)(fa)改委、國(guo)家能(neng)源(yuan)局下發(fa)(fa)(fa)(fa)《關于加快推(tui)動新型儲能(neng)發(fa)(fa)(fa)(fa)展(zhan)的指導意見(征求意見稿)》提(ti)出(chu)“堅持儲能(neng)技(ji)(ji)術(shu)(shu)多元化”,對此,常州龍騰光(guang)熱(re)(re)科(ke)(ke)技(ji)(ji)股份有限公司總經理俞科(ke)(ke)告訴(su)記(ji)(ji)者(zhe),文件提(ti)到(dao)儲能(neng)技(ji)(ji)術(shu)(shu)多元化的思想,但列舉具(ju)體的儲能(neng)技(ji)(ji)術(shu)(shu)時,沒有提(ti)及儲熱(re)(re)型光(guang)熱(re)(re)電(dian)站(zhan)(zhan)。他(ta)強調(diao),“國(guo)家首批光(guang)熱(re)(re)發(fa)(fa)(fa)(fa)電(dian)示范(fan)項目普遍(bian)配置(zhi)有滿負荷發(fa)(fa)(fa)(fa)電(dian)6-10小時的儲能(neng)設施(shi)。作(zuo)為(wei)增強電(dian)源(yuan)側調(diao)節(jie)能(neng)力的重(zhong)要(yao)手(shou)段(duan),依托(tuo)GW級的熱(re)(re)儲能(neng)設施(shi),光(guang)熱(re)(re)電(dian)站(zhan)(zhan)可(ke)以調(diao)度運(yun)行讓峰發(fa)(fa)(fa)(fa)電(dian),也可(ke)以吸納棄電(dian)儲能(neng),具(ju)有很好的安全(quan)性,是(shi)可(ke)以在中西(xi)部地區大規模推(tui)廣協助(zhu)風電(dian)光(guang)伏高比例(li)上網(wang)的重(zhong)要(yao)儲能(neng)技(ji)(ji)術(shu)(shu)手(shou)段(duan),國(guo)家應(ying)該給予(yu)重(zhong)視(shi)和(he)支持。”


“在未來電(dian)(dian)(dian)網里,如果缺少了光(guang)熱(re)發電(dian)(dian)(dian),電(dian)(dian)(dian)力的(de)(de)輸(shu)送將會非常(chang)困難,”王志峰強調,在未來電(dian)(dian)(dian)力系統中,太(tai)陽(yang)能熱(re)發電(dian)(dian)(dian)可以和“風(feng)光(guang)水(shui)”打(da)包使(shi)用。他表示,隨著(zhu)煤(mei)電(dian)(dian)(dian)逐步退出,淘汰火(huo)(huo)電(dian)(dian)(dian)機(ji)組(zu)(zu)對于國家的(de)(de)投資(zi)而言,是一個很大的(de)(de)浪費,可以在原火(huo)(huo)電(dian)(dian)(dian)廠周邊建設光(guang)熱(re)裝(zhuang)置,利(li)用舊電(dian)(dian)(dian)廠的(de)(de)汽輪機(ji)等設備發展(zhan)光(guang)熱(re),可以避免火(huo)(huo)電(dian)(dian)(dian)機(ji)組(zu)(zu)淘汰造成的(de)(de)浪費。
