為認(ren)真落實中央(yang)經濟工(gong)(gong)作(zuo)會(hui)議要求和(he)政府工(gong)(gong)作(zuo)報告部署,深(shen)化供給側結構性改革(ge),推進(jin)電力體(ti)制改革(ge),根據(ju)《中共中央(yang)國(guo)務(wu)院關于(yu)進(jin)一(yi)步(bu)深(shen)化電力體(ti)制改革(ge)的(de)若干意(yi)見》(中發(fa)(fa)〔2015〕9號)精神(shen)及《國(guo)家發(fa)(fa)展改革(ge)委(wei)國(guo)家能源局關于(yu)印發(fa)(fa)電力體(ti)制改革(ge)配套(tao)文(wen)件的(de)通知(zhi)》(發(fa)(fa)改經體(ti)〔2015〕2752號)等相關文(wen)件要求,現就規范優先發(fa)(fa)電、優先購電計(ji)劃管理有關事項通知(zhi)如(ru)下(xia)。


一、充分認識建立完善優先發電、優先購電制度的重要意義


(一)優先發電、優先購電制度是貫徹落實電力體制改革精神,完善政府公益性調節性服務功能的重要舉措。優先發電是實現風電、太陽能發電等清潔能源保障性收購,確保核電、大型水電等清潔能源按基荷滿發和安全運行,促進調峰調頻等調節性電源穩定運行的有效方式。優(you)先(xian)購(gou)電(dian)是為居(ju)民、農業(ye)、重要(yao)公用事(shi)業(ye)和(he)公益性服務等(deng)重點用電(dian)提供保障性服務,確保民生用電(dian)安全(quan)(quan)可靠的(de)必要(yao)措施。優(you)先(xian)發電(dian)、優(you)先(xian)購(gou)電(dian)使(shi)市(shi)場在電(dian)力資源配置(zhi)中起(qi)決定(ding)性作(zuo)用的(de)同時,更好(hao)的(de)促進有(you)效市(shi)場和(he)有(you)為政府相結(jie)合,保障電(dian)力系(xi)統(tong)清潔(jie)低碳(tan)、安全(quan)(quan)高效運行,意義(yi)重大。


(二(er))各(ge)地(di)政府部門(men)、各(ge)電(dian)力企業要(yao)堅持以習(xi)近平新(xin)時代中(zhong)國特色社會(hui)主義思想(xiang)為指導,全面貫徹黨(dang)的(de)十九大和十九屆二(er)中(zhong)、三中(zhong)全會(hui)精神,進(jin)一步(bu)深入推進(jin)電(dian)力體制改革(ge),總結開展優(you)先發電(dian)、優(you)先購電(dian)工(gong)作的(de)經(jing)驗,強化(hua)落實(shi)措(cuo)施(shi),規范工(gong)作程(cheng)序,加強優(you)先發電(dian)、優(you)先購電(dian)計(ji)劃(hua)管理(li),加快構建與市場化(hua)改革(ge)相適應的(de)新(xin)型電(dian)力運行管理(li)模式。電(dian)力現貨市場試點地(di)區,可以根據(ju)實(shi)際需(xu)要(yao)設計(ji)優(you)先發電(dian)、優(you)先購電(dian)計(ji)劃(hua)改革(ge)路徑(jing)。


(三)建立完(wan)善優先(xian)(xian)發(fa)電(dian)(dian)、優先(xian)(xian)購電(dian)(dian)制度要堅(jian)持(chi)安(an)全可靠,以保障(zhang)電(dian)(dian)力(li)(li)系統安(an)全穩定運行和電(dian)(dian)力(li)(li)可靠供(gong)應為(wei)基本(ben)前提,促進電(dian)(dian)力(li)(li)安(an)全可靠水平提高;要堅(jian)持(chi)綠(lv)色發(fa)展,落(luo)實(shi)(shi)國家能源(yuan)(yuan)戰(zhan)略,大力(li)(li)促進清潔能源(yuan)(yuan)消(xiao)納,推動電(dian)(dian)力(li)(li)行業(ye)綠(lv)色發(fa)展和能源(yuan)(yuan)結(jie)構優化;要堅(jian)持(chi)保障(zhang)和改善民(min)生,保障(zhang)電(dian)(dian)力(li)(li)基本(ben)公(gong)共(gong)服務(wu)的(de)供(gong)給,確保居民(min)、農(nong)業(ye)、重要公(gong)用(yong)事業(ye)和公(gong)益性服務(wu)等用(yong)電(dian)(dian);要堅(jian)持(chi)市場(chang)化方(fang)向,僅保留必要的(de)優先(xian)(xian)發(fa)電(dian)(dian)、優先(xian)(xian)購電(dian)(dian)計劃(hua),積(ji)極通過市場(chang)化方(fang)式落(luo)實(shi)(shi)優先(xian)(xian)發(fa)電(dian)(dian)、優先(xian)(xian)購電(dian)(dian)計劃(hua);要堅(jian)持(chi)因地(di)制宜,充(chong)分考慮(lv)各地(di)供(gong)需(xu)形勢(shi)、電(dian)(dian)源(yuan)(yuan)結(jie)構、用(yong)戶(hu)結(jie)構的(de)實(shi)(shi)際情(qing)況,采取差(cha)異化措施(shi)。


二、嚴格界定適用范圍,科學編制優先發電、優先購電計劃


(四)編(bian)制優先(xian)發電(dian)計劃要(yao)重點(dian)做好電(dian)網安全(quan)和民生保障(zhang)(zhang)、資源利用保障(zhang)(zhang)、政策獎勵保障(zhang)(zhang)等方面工(gong)作。


清潔能源資源利用保障方面,納入規劃的風能、太陽能發電,在消納不受限地區按照資源條件對應的發電量全額安排計劃;在消納受限地區,按照全額保障性收購要求,結合當地實際安排計劃,研究制定合理的解決措施,確保優先發電計劃小時數逐年增加到合理水平。納入規劃(hua)的(de)生物質能(neng)(含(han)直燃、耦合(he)等利用(yong)方式)等其他非水(shui)可再生能(neng)源(yuan)(yuan)發(fa)電(dian)(dian)(dian),按(an)照(zhao)資(zi)源(yuan)(yuan)條(tiao)件(jian)對應的(de)發(fa)電(dian)(dian)(dian)量(liang)(liang)全(quan)額安(an)(an)排(pai)(pai)計劃(hua)。基荷容量(liang)(liang)之外(wai)(wai)的(de)水(shui)電(dian)(dian)(dian),在(zai)消納條(tiao)件(jian)較好地區(qu),根據(ju)當年來水(shui)情況,兼(jian)顧(gu)資(zi)源(yuan)(yuan)等條(tiao)件(jian)、歷(li)史均(jun)值(zhi)和(he)綜合(he)利用(yong)要(yao)求,安(an)(an)排(pai)(pai)計劃(hua);在(zai)消納受限地區(qu),對未進(jin)入市場交易的(de)水(shui)電(dian)(dian)(dian)發(fa)電(dian)(dian)(dian)量(liang)(liang),以機(ji)組前3年平均(jun)發(fa)電(dian)(dian)(dian)量(liang)(liang)為基礎(chu),根據(ju)發(fa)電(dian)(dian)(dian)空間等比(bi)例安(an)(an)排(pai)(pai)計劃(hua)。基荷容量(liang)(liang)之外(wai)(wai)的(de)核電(dian)(dian)(dian),按(an)照(zhao)保障核電(dian)(dian)(dian)安(an)(an)全(quan)消納的(de)有關規定安(an)(an)排(pai)(pai)計劃(hua)。余熱、余壓、余氣、煤層氣等資(zi)源(yuan)(yuan)綜合(he)利用(yong)機(ji)組發(fa)電(dian)(dian)(dian),按(an)照(zhao)資(zi)源(yuan)(yuan)條(tiao)件(jian)對應的(de)發(fa)電(dian)(dian)(dian)量(liang)(liang)全(quan)額安(an)(an)排(pai)(pai)計劃(hua)。


電(dian)網(wang)安全和(he)民生保障(zhang)方面,各(ge)類機(ji)組發電(dian)按(an)照保障(zhang)電(dian)網(wang)調峰調頻(pin)、電(dian)壓支撐確(que)定(ding)的機(ji)組最小開機(ji)方式安排計(ji)劃(hua)(hua),水電(dian)、核(he)電(dian)按(an)承(cheng)擔基(ji)荷的容量安排計(ji)劃(hua)(hua)。供熱方式合(he)理、實現(xian)在線監測、符合(he)環保要求并達到國家規定(ding)熱電(dian)比(bi)的熱電(dian)聯產機(ji)組發電(dian),在采暖期按(an)照“以熱定(ding)電(dian)”原則安排計(ji)劃(hua)(hua)。


跨省(sheng)跨區資源利用保障方(fang)面,國家規劃(hua)(hua)(hua)內的(de)既有大(da)型(xing)水(shui)電(dian)、核(he)電(dian),按照(zhao)(zhao)不低于上年實際水(shui)平或多年平均(jun)水(shui)平安(an)排計劃(hua)(hua)(hua);網(wang)對網(wang)送(song)(song)電(dian)按照(zhao)(zhao)地方(fang)政府協(xie)議安(an)排計劃(hua)(hua)(hua);國家規劃(hua)(hua)(hua)內的(de)既有煤(mei)電(dian)機組,采取點對網(wang)或類(lei)似點對網(wang)專線(xian)輸電(dian)方(fang)式送(song)(song)(分)電(dian)的(de),原則上按照(zhao)(zhao)與受端(duan)省(sheng)份同類(lei)型(xing)機組相當(dang)原則安(an)排計劃(hua)(hua)(hua),并(bing)根據需要適當(dang)調整;歷史(shi)形成(cheng)統一(yi)分配電(dian)量的(de)煤(mei)電(dian)機組,根據歷史(shi)均(jun)值(zhi)并(bing)參(can)考供需變化安(an)排計劃(hua)(hua)(hua)。


政策(ce)(ce)獎勵保(bao)障(zhang)方面,對貧困地區(qu)機組(zu)、可(ke)再生能源調峰機組(zu)、超低排放燃煤機組(zu)等,按(an)照有關政策(ce)(ce)明確的獎勵要求安(an)排計劃。


違法違規(gui)建設的機組不得安排優先發電計劃。


(五)編(bian)制優(you)先(xian)購(gou)(gou)電(dian)(dian)(dian)(dian)計劃要重點(dian)做好農業用(yong)(yong)(yong)電(dian)(dian)(dian)(dian)、居(ju)民生活(huo)用(yong)(yong)(yong)電(dian)(dian)(dian)(dian)及重要公(gong)用(yong)(yong)(yong)事業、公(gong)益性服(fu)(fu)務(wu)用(yong)(yong)(yong)電(dian)(dian)(dian)(dian)的(de)保障,其中重要公(gong)用(yong)(yong)(yong)事業、公(gong)益性服(fu)(fu)務(wu)用(yong)(yong)(yong)電(dian)(dian)(dian)(dian)應包括黨(dang)政(zheng)機關、學(xue)校、醫院、公(gong)共(gong)(gong)交通(tong)、金(jin)融、通(tong)信(xin)、郵政(zheng)、供水(shui)、供氣等涉及社會生活(huo)基本(ben)需求(qiu),或提(ti)供公(gong)共(gong)(gong)產(chan)品和服(fu)(fu)務(wu)的(de)部(bu)門(men)和單位用(yong)(yong)(yong)電(dian)(dian)(dian)(dian)。優(you)先(xian)購(gou)(gou)電(dian)(dian)(dian)(dian)用(yong)(yong)(yong)戶生產(chan)、提(ti)供服(fu)(fu)務(wu)以及工作期間的(de)用(yong)(yong)(yong)電(dian)(dian)(dian)(dian)量應全額納入優(you)先(xian)購(gou)(gou)電(dian)(dian)(dian)(dian)計劃。


(六)結合電(dian)(dian)力市(shi)(shi)場建設,鼓勵和允許優(you)先(xian)(xian)發電(dian)(dian)機組、優(you)先(xian)(xian)購電(dian)(dian)用戶本著自(zi)愿原則,探索進入市(shi)(shi)場。


三、有效完善政策體系,切實執行優先發電、優先購電計劃


(七)優(you)先(xian)發電(dian)(dian)(dian)價(jia)格(ge)按照“保(bao)量(liang)保(bao)價(jia)”和“保(bao)量(liang)限(xian)價(jia)”相(xiang)結合的(de)方(fang)式(shi)形成(cheng),實(shi)行(xing)“保(bao)量(liang)保(bao)價(jia)”的(de)優(you)先(xian)發電(dian)(dian)(dian)計(ji)劃(hua)電(dian)(dian)(dian)量(liang)由電(dian)(dian)(dian)網(wang)企業按照政府(fu)定價(jia)收購(gou),實(shi)行(xing)“保(bao)量(liang)限(xian)價(jia)”的(de)優(you)先(xian)發電(dian)(dian)(dian)計(ji)劃(hua)電(dian)(dian)(dian)量(liang)通過市(shi)(shi)場(chang)化方(fang)式(shi)形成(cheng)價(jia)格(ge)。政府(fu)定價(jia)部(bu)分的(de)優(you)先(xian)發電(dian)(dian)(dian)計(ji)劃(hua)比例應逐年(nian)遞減,當同(tong)(tong)類型(xing)機組大部(bu)分實(shi)現市(shi)(shi)場(chang)化方(fang)式(shi)形成(cheng)價(jia)格(ge)后,取消(xiao)政府(fu)定價(jia)。通過競(jing)價(jia)招標方(fang)式(shi)確(que)定上網(wang)電(dian)(dian)(dian)價(jia)的(de)優(you)先(xian)發電(dian)(dian)(dian)機組,按照招標形成(cheng)的(de)價(jia)格(ge)執行(xing)。市(shi)(shi)場(chang)化形成(cheng)價(jia)格(ge)的(de)優(you)先(xian)發電(dian)(dian)(dian),應積(ji)極通過參(can)與本(ben)地(di)電(dian)(dian)(dian)力(li)市(shi)(shi)場(chang)確(que)定交易價(jia)格(ge);未能成(cheng)交的(de)部(bu)分,執行(xing)本(ben)地(di)區(qu)同(tong)(tong)類型(xing)機組市(shi)(shi)場(chang)化形成(cheng)的(de)平均購(gou)電(dian)(dian)(dian)價(jia)格(ge)。


跨省跨區資源(yuan)利用(yong)保障方(fang)(fang)(fang)面的(de)(de)優先發(fa)電(dian)(dian)(dian)(dian)(dian)價格按(an)(an)照(zhao)《國家(jia)(jia)發(fa)展改(gai)革(ge)委(wei)關于(yu)完(wan)善跨省跨區電(dian)(dian)(dian)(dian)(dian)能(neng)交(jiao)易價格形(xing)成(cheng)機制有關問題的(de)(de)通(tong)知》(發(fa)改(gai)價格〔2015〕962號)有關精神,由(you)送電(dian)(dian)(dian)(dian)(dian)、受電(dian)(dian)(dian)(dian)(dian)市(shi)場(chang)主體雙(shuang)方(fang)(fang)(fang)在(zai)自(zi)愿平(ping)等(deng)基礎上,在(zai)貫(guan)徹落實(shi)(shi)國家(jia)(jia)能(neng)源(yuan)戰略的(de)(de)前提下,按(an)(an)照(zhao)“風險共擔、利益共享”原則協商或通(tong)過市(shi)場(chang)化交(jiao)易方(fang)(fang)(fang)式(shi)確定送受電(dian)(dian)(dian)(dian)(dian)價格,鼓勵通(tong)過簽(qian)訂中長期合(he)同的(de)(de)方(fang)(fang)(fang)式(shi)予以(yi)落實(shi)(shi);優先發(fa)電(dian)(dian)(dian)(dian)(dian)計劃電(dian)(dian)(dian)(dian)(dian)量(liang)以(yi)外部分參加(jia)受電(dian)(dian)(dian)(dian)(dian)地區市(shi)場(chang)化競價。送受電(dian)(dian)(dian)(dian)(dian)雙(shuang)方(fang)(fang)(fang)經協商后確實(shi)(shi)無(wu)法(fa)達成(cheng)一致意見的(de)(de),可建議國家(jia)(jia)發(fa)展改(gai)革(ge)委(wei)、國家(jia)(jia)能(neng)源(yuan)局協調。


優(you)先購電計劃由電網企業按(an)照(zhao)政府定(ding)價向優(you)先購電用戶保障供電。


(八)建立優先(xian)發(fa)(fa)電(dian)(dian)計劃(hua)指標轉(zhuan)(zhuan)(zhuan)讓機(ji)制(zhi)。政(zheng)策獎勵保(bao)障、跨(kua)省跨(kua)區資源利(li)用保(bao)障方(fang)面(mian)的煤(mei)電(dian)(dian)優先(xian)發(fa)(fa)電(dian)(dian)計劃(hua)指標,可通過發(fa)(fa)電(dian)(dian)權交(jiao)易轉(zhuan)(zhuan)(zhuan)讓給其他(ta)機(ji)組。優先(xian)發(fa)(fa)電(dian)(dian)計劃(hua)指標優先(xian)轉(zhuan)(zhuan)(zhuan)讓給清潔(jie)能源發(fa)(fa)電(dian)(dian)機(ji)組和(he)高效低(di)排放(fang)火(huo)電(dian)(dian)機(ji)組,指標交(jiao)易可在本地進行,也可以跨(kua)省跨(kua)區開(kai)展。


清(qing)潔(jie)能源(yuan)資源(yuan)利用(yong)保(bao)障方面的優先(xian)(xian)發電(dian)計劃,如受系(xi)統安全、資源(yuan)因素及(ji)機組自身故障之外的影響(xiang)(xiang),導致無法完成計劃,視為優先(xian)(xian)發電(dian)計劃指標轉讓至系(xi)統內(nei)優先(xian)(xian)級較低(di)的其他機組,由(you)相應機組按影響(xiang)(xiang)大小承(cheng)擔補償費用(yong)。


(九(jiu))合理制定有序用(yong)電(dian)方(fang)案(an)并按年度滾動調整,出現電(dian)力(li)缺口或(huo)重大突發(fa)事件時,對(dui)優(you)先購電(dian)用(yong)戶(hu)保障供電(dian),其他用(yong)戶(hu)按照有序用(yong)電(dian)方(fang)案(an)承擔有序用(yong)電(dian)義務。


四、細化工作程序,規范管理優先發電、優先購電計劃


(十)各省(sheng)(區(qu)(qu)、市(shi))政府主管(guan)部門(men)要會同有關(guan)(guan)部門(men)、電力企業,根據國家(jia)(jia)關(guan)(guan)于優(you)先(xian)發電、優(you)先(xian)購電保障(zhang)的有關(guan)(guan)要求,結合本地(di)區(qu)(qu)電力生產(chan)和消費實際,編(bian)制(zhi)本地(di)區(qu)(qu)下一(yi)年度優(you)先(xian)發電、優(you)先(xian)購電計劃,每(mei)年10月底(di)前(qian)上報國家(jia)(jia)發展改(gai)革委(wei)。國家(jia)(jia)電網(wang)公司、南(nan)方電網(wang)公司受國家(jia)(jia)發展改(gai)革委(wei)委(wei)托,要征求跨省(sheng)跨區(qu)(qu)送受電各方意見(jian),提(ti)出(chu)本經營區(qu)(qu)域下一(yi)年度跨省(sheng)跨區(qu)(qu)優(you)先(xian)發電計劃預案,每(mei)年10月底(di)前(qian)上報國家(jia)(jia)發展改(gai)革委(wei)。


(十一)國家發(fa)(fa)展改革(ge)委組織就優(you)(you)先(xian)發(fa)(fa)電(dian)(dian)、優(you)(you)先(xian)購電(dian)(dian)計(ji)劃征(zheng)求各(ge)(ge)方意見(jian),根(gen)據工(gong)作需要(yao)對送(song)受電(dian)(dian)雙方不能達成一致(zhi)的(de)跨省跨區優(you)(you)先(xian)發(fa)(fa)電(dian)(dian)計(ji)劃進行協調(diao),并將(jiang)完善后的(de)優(you)(you)先(xian)發(fa)(fa)電(dian)(dian)、優(you)(you)先(xian)購電(dian)(dian)計(ji)劃納入(ru)年(nian)度基礎產業(ye)、新興產業(ye)和部(bu)分重點領域發(fa)(fa)展計(ji)劃,下發(fa)(fa)各(ge)(ge)省(區、市)政府主(zhu)管部(bu)門(men)和相(xiang)關(guan)電(dian)(dian)力企(qi)業(ye)。


(十(shi)二)優(you)先發電、優(you)先購(gou)電計(ji)劃在執行(xing)過(guo)程(cheng)中,可(ke)根據實際情況進行(xing)調整。調整流程(cheng)與編(bian)制時一致,并可(ke)適當簡化程(cheng)序,縮短時間,提高效率。


五、明確保障措施,加強事中事后監管


(十三)國家發(fa)(fa)展改革委(wei)加強對全國優(you)先(xian)發(fa)(fa)電、優(you)先(xian)購電計(ji)劃實施情況(kuang)的監(jian)督,指(zhi)導各省(區(qu)、市)政(zheng)府主管部門(men)做好(hao)本地區(qu)優(you)先(xian)發(fa)(fa)電、優(you)先(xian)購電計(ji)劃編制及組織實施工作。


(十(shi)四)各省(sheng)(區、市)政府(fu)主管部門要將省(sheng)內優先發電計劃和跨省(sheng)跨區優先發電計劃落實(shi)到電廠,建立(li)優先購電用戶目錄,并根據保障需要,進行動(dong)態(tai)調整。
