政策解讀!風光無國補平價上網文件出臺,政策扶持窗口期不足兩年

莫道桑(sang)榆晚(wan),為霞尚滿天。在風(feng)(feng)光(guang)平(ping)價(jia)上(shang)網的后補貼(tie)時(shi)代,提(ti)振信(xin)心已成當務之急。為促進風(feng)(feng)電(dian)(dian)(dian)光(guang)伏(fu)項目(mu)(mu)高(gao)質量(liang)發展(zhan),提(ti)高(gao)風(feng)(feng)電(dian)(dian)(dian)光(guang)伏(fu)發電(dian)(dian)(dian)的市(shi)場(chang)競爭力,今天(1月9日),《國家(jia)(jia)發展(zhan)改革委、國家(jia)(jia)能(neng)源局關于積極推進風(feng)(feng)電(dian)(dian)(dian)、光(guang)伏(fu)發電(dian)(dian)(dian)無補貼(tie)平(ping)價(jia)上(shang)網有(you)關工作(zuo)的通知》(下(xia)稱“通知”)正式下(xia)發。明確鼓(gu)勵同時(shi)滿足(zu)“不(bu)要(yao)國家(jia)(jia)補貼(tie)、執行(xing)煤電(dian)(dian)(dian)標(biao)桿電(dian)(dian)(dian)價(jia)”兩大條件的風(feng)(feng)電(dian)(dian)(dian)光(guang)伏(fu)項目(mu)(mu)建設,這些項目(mu)(mu)不(bu)占用各省現有(you)年(nian)度規模指標(biao),作(zuo)為各省風(feng)(feng)電(dian)(dian)(dian)光(guang)伏(fu)市(shi)場(chang)增量(liang)體現,優先享受通知內各項扶持(chi)政(zheng)策。


除無國補外,仍享政策扶持


“風(feng)電光伏的(de)(de)補(bu)貼政(zheng)(zheng)(zheng)策正在(zai)(zai)逐步(bu)退出,這是行業(ye)共識。此次(ci)提出的(de)(de)‘無(wu)補(bu)貼平(ping)價上網(wang)’政(zheng)(zheng)(zheng)策,不是國(guo)家扶持力度的(de)(de)減弱,而是盡(jin)可(ke)能允許(xu)一些條件好(hao)的(de)(de)省份、一批有先進(jin)技術(shu)的(de)(de)企業(ye),參(can)與建設更多平(ping)價上網(wang)的(de)(de)風(feng)電光伏項(xiang)目。與2020年(nian)之(zhi)后的(de)(de)真正的(de)(de)平(ping)價上網(wang)相比(bi),現階段無(wu)補(bu)貼平(ping)價上網(wang)項(xiang)目仍(reng)然享受除國(guo)補(bu)外一系列政(zheng)(zheng)(zheng)策優(you)惠措施,政(zheng)(zheng)(zheng)策扶持窗口期到2020年(nian)止,尚有近(jin)兩年(nian)的(de)(de)時(shi)間(jian)可(ke)以(yi)申報。”在(zai)(zai)近(jin)日國(guo)家能源(yuan)局前期溝通會(hui)上相關人士介紹。


在《通知》中(zhong)(zhong),明(ming)確了在資源條(tiao)件最優和市(shi)場消納條(tiao)件保(bao)障(zhang)度(du)高(gao)的(de)地(di)(di)區,由省級(ji)能源主(zhu)管部(bu)門(men)牽頭組(zu)織本地(di)(di)的(de)平(ping)價(jia)(jia)上(shang)網項目(mu)(mu)和低價(jia)(jia)上(shang)網項目(mu)(mu)。指出(chu)只(zhi)要此類不(bu)享(xiang)受國家(jia)補(bu)(bu)貼、即使有省內(nei)補(bu)(bu)貼,也同樣可(ke)被(bei)視為(wei)無補(bu)(bu)貼平(ping)價(jia)(jia)上(shang)網項目(mu)(mu),享(xiang)受《通知》內(nei)政(zheng)策扶(fu)持措施。但對風電、光伏發電監測預警地(di)(di)區則分級(ji)對待(dai)。其中(zhong)(zhong),紅色地(di)(di)區不(bu)安排新(xin)的(de)本地(di)(di)消納無補(bu)(bu)貼平(ping)價(jia)(jia)上(shang)網項目(mu)(mu),橙色地(di)(di)區可(ke)選擇資源條(tiao)件好的(de)項目(mu)(mu)進(jin)行(xing)開(kai)發,對綠(lv)色地(di)(di)區則開(kai)放綠(lv)燈(deng),自行(xing)開(kai)展項目(mu)(mu)。


同時(shi),《通知》也對地(di)方(fang)政府和電網(wang)(wang)提出(chu)約束要(yao)求(qiu)。要(yao)求(qiu)地(di)方(fang)政府部(bu)門優化平價上(shang)網(wang)(wang)項(xiang)目(mu)的(de)投(tou)資環(huan)境(jing),包括土(tu)地(di)利用及相關稅收工作、取消要(yao)求(qiu)投(tou)資建廠、采購省內產品等(deng)不利于市(shi)場(chang)公平競爭(zheng)的(de)規(gui)定(ding),降低(di)非光伏技(ji)術成本;要(yao)求(qiu)電網(wang)(wang)企業(ye)落實接網(wang)(wang)工程(cheng)建設責任(ren),明確(que)項(xiang)目(mu)升壓(ya)站之外(wai)的(de)接網(wang)(wang)全(quan)部(bu)配套工程(cheng)均由省級電網(wang)(wang)企業(ye)負責。


20年購電合同,享核準時固定價格


受(shou)益《通知》中多重保障措(cuo)(cuo)施,無補貼平價上(shang)網(wang)項(xiang)目(mu)可(ke)安心鎖(suo)定(ding)(ding)長期穩定(ding)(ding)收益。目(mu)前,無補貼平價上(shang)網(wang),一方面可(ke)以(yi)通過綠證交易(yi)的途徑獲(huo)得收益,初步測算,每(mei)度電收益在(zai)5分(fen)錢左(zuo)右(you);另(ling)一方面,允許社會資(zi)本(ben)投資(zi)增量(liang)配電網(wang)、清潔能源消(xiao)納產業園區(qu)、局域網(wang)、新能源微電網(wang)、能源互聯網(wang)等無補貼平價上(shang)網(wang)項(xiang)目(mu)以(yi)試(shi)點方式(shi)開展就近直接交易(yi);同(tong)時減免接網(wang)及消(xiao)納未涉及的上(shang)一電壓等級的輸電費,多舉措(cuo)(cuo)均切(qie)實減輕(qing)項(xiang)目(mu)前期投入成本(ben)。


《通(tong)知》要求(qiu)(qiu),無補貼(tie)(tie)平(ping)價(jia)上(shang)(shang)網(wang)也(ye)將享(xiang)全額(e)(e)收(shou)購(gou)(gou)政策(ce),由省級電(dian)(dian)(dian)(dian)網(wang)企(qi)業承擔收(shou)購(gou)(gou)責(ze)任。按項(xiang)目核準時(shi)上(shang)(shang)網(wang)電(dian)(dian)(dian)(dian)價(jia),與(yu)風(feng)電(dian)(dian)(dian)(dian)、光(guang)伏(fu)發電(dian)(dian)(dian)(dian)項(xiang)目單位簽訂長(chang)期固(gu)定電(dian)(dian)(dian)(dian)價(jia)購(gou)(gou)售電(dian)(dian)(dian)(dian)合同(不(bu)(bu)少(shao)(shao)于(yu)20年(nian)),不(bu)(bu)能(neng)要求(qiu)(qiu)此(ci)類項(xiang)目參(can)與(yu)電(dian)(dian)(dian)(dian)力市場化交易(yi)。落實全額(e)(e)保障(zhang)收(shou)購(gou)(gou)政策(ce),如存(cun)在(zai)棄(qi)風(feng)棄(qi)光(guang)情況,將限(xian)發電(dian)(dian)(dian)(dian)量核定為可(ke)轉讓的有限(xian)發電(dian)(dian)(dian)(dian)計(ji)劃,可(ke)在(zai)全國(guo)范圍(wei)內參(can)加發電(dian)(dian)(dian)(dian)權交易(yi)(轉讓)。同樣(yang),利用跨省跨區輸電(dian)(dian)(dian)(dian)通(tong)道外送(song)消(xiao)納,優先(xian)輸送(song)無補貼(tie)(tie)平(ping)價(jia)上(shang)(shang)網(wang)項(xiang)目,送(song)受端(duan)電(dian)(dian)(dian)(dian)網(wang)企(qi)業協商一致基(ji)礎上(shang)(shang),與(yu)風(feng)電(dian)(dian)(dian)(dian)、光(guang)伏(fu)發電(dian)(dian)(dian)(dian)企(qi)業簽訂長(chang)期固(gu)定電(dian)(dian)(dian)(dian)價(jia)購(gou)(gou)售電(dian)(dian)(dian)(dian)合同(不(bu)(bu)少(shao)(shao)于(yu)20年(nian))。對(dui)無補貼(tie)(tie)風(feng)電(dian)(dian)(dian)(dian)、光(guang)伏(fu)發電(dian)(dian)(dian)(dian)項(xiang)目要嚴格落實優先(xian)上(shang)(shang)網(wang)和全額(e)(e)保障(zhang)性(xing)收(shou)購(gou)(gou)政策(ce),不(bu)(bu)要求(qiu)(qiu)參(can)與(yu)跨區電(dian)(dian)(dian)(dian)力市場化交易(yi)。


行(xing)業發展離(li)開不金融(rong)的助力和有效監管(guan)。《通知》要求國家開發銀行(xing)和四大國有銀行(xing)長信金融(rong)支持方(fang)式,鼓勵項目通過發行(xing)企業債(zhai)券進(jin)行(xing)融(rong)資;同時啟動動態完善(shan)能源消費總量考核(he)支持機制。


政策倒逼加速平價上網


據記者了解,該文件歷時半年幾輪征求意(yi)見才正式出臺(tai)。從企業(ye)(ye)(ye)(ye)反饋的情況來看,“這對行(xing)(xing)業(ye)(ye)(ye)(ye)和企業(ye)(ye)(ye)(ye)都(dou)是利好政(zheng)策,關鍵還是要(yao)看實施力度(du)和落地情況,真(zhen)正解決非技術成(cheng)本問題是此類(lei)項(xiang)目有效(xiao)啟(qi)動的關鍵。”事實上,面對補(bu)貼拖欠、年度(du)規模指(zhi)標、去除非技術成(cheng)本、保(bao)障全額收購等風電(dian)和光伏企業(ye)(ye)(ye)(ye)的主要(yao)訴(su)求,國家(jia)一(yi)方(fang)面在積極抓緊兌(dui)現承諾;另一(yi)方(fang)面,也在矢志不渝(yu)地出臺(tai)平價(jia)(jia)上網扶(fu)持政(zheng)策。從70.7萬千瓦平價(jia)(jia)項(xiang)目的推動,到今日明文鼓勵無補(bu)貼平價(jia)(jia)上網風電(dian)光伏項(xiang)目的建設,政(zheng)府無一(yi)不是在向行(xing)(xing)業(ye)(ye)(ye)(ye)傳遞國家(jia)發展新(xin)能源行(xing)(xing)業(ye)(ye)(ye)(ye)的信心,護(hu)航2020年風光行(xing)(xing)業(ye)(ye)(ye)(ye)順利實現平價(jia)(jia)上網。


“長遠來看,不(bu)補(bu)貼是肯定的(de),國家補(bu)貼的(de)關門時(shi)間也(ye)早已公布,不(bu)會出現國家補(bu)貼提(ti)前關閉的(de)情況。該(gai)文件下(xia)發(fa)(fa),也(ye)并非意(yi)味著(zhu)有(you)補(bu)貼的(de)項目就沒有(you)了,每(mei)年國家仍要下(xia)發(fa)(fa)獲(huo)得(de)國補(bu)的(de)規(gui)模政(zheng)策,申請路(lu)徑延續之前。”上述能源局(ju)人士進(jin)一步說明。

隨(sui)著風(feng)電、光伏(fu)(fu)發電規(gui)模化發展(zhan)和技術快速進步(bu),在資(zi)源優良、建設(she)成本低、投資(zi)和市場條件好的地區,已基本具備與(yu)燃煤(mei)標桿上網(wang)電價(jia)(jia)平價(jia)(jia)(不(bu)需要國家(jia)補貼(tie))的條件。為(wei)促進可再生能源高質(zhi)量發展(zhan),提高風(feng)電、光伏(fu)(fu)發電的市場競爭力,現將(jiang)推進風(feng)電、光伏(fu)(fu)發電無補貼(tie)平價(jia)(jia)上網(wang)的有關(guan)要求(qiu)和支持政策措(cuo)施通知(zhi)如(ru)下。


一、開展平價上網項目和低價上網試點項目建設。


各(ge)地區要認(ren)真總(zong)結(jie)本地區風(feng)電(dian)(dian)、光(guang)伏(fu)(fu)(fu)發(fa)電(dian)(dian)開發(fa)建(jian)設(she)(she)經驗(yan),結(jie)合資(zi)源、消(xiao)(xiao)納(na)和(he)新技(ji)術應(ying)用等條件,推進建(jian)設(she)(she)不需要國家補(bu)貼執行燃煤標桿上(shang)網(wang)(wang)電(dian)(dian)價(jia)(jia)的風(feng)電(dian)(dian)、光(guang)伏(fu)(fu)(fu)發(fa)電(dian)(dian)平(ping)(ping)(ping)價(jia)(jia)上(shang)網(wang)(wang)試(shi)點(dian)項(xiang)(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)(以(yi)(yi)下簡(jian)稱(cheng)平(ping)(ping)(ping)價(jia)(jia)上(shang)網(wang)(wang)項(xiang)(xiang)(xiang)(xiang)(xiang)(xiang)目(mu))。在資(zi)源條件優良和(he)市場(chang)消(xiao)(xiao)納(na)條件保障度(du)(du)高的地區,引導建(jian)設(she)(she)一(yi)批上(shang)網(wang)(wang)電(dian)(dian)價(jia)(jia)低(di)于(yu)(yu)燃煤標桿上(shang)網(wang)(wang)電(dian)(dian)價(jia)(jia)的低(di)價(jia)(jia)上(shang)網(wang)(wang)試(shi)點(dian)項(xiang)(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)(以(yi)(yi)下簡(jian)稱(cheng)低(di)價(jia)(jia)上(shang)網(wang)(wang)項(xiang)(xiang)(xiang)(xiang)(xiang)(xiang)目(mu))。在符合本省(自治區、直轄市)可(ke)再(zai)生能(neng)源建(jian)設(she)(she)規劃、國家風(feng)電(dian)(dian)、光(guang)伏(fu)(fu)(fu)發(fa)電(dian)(dian)年(nian)度(du)(du)監測預警有關管(guan)(guan)理要求、電(dian)(dian)網(wang)(wang)企業(ye)落實(shi)接(jie)網(wang)(wang)和(he)消(xiao)(xiao)納(na)條件的前提下,由省級(ji)政府能(neng)源主(zhu)管(guan)(guan)部門組織實(shi)施本地區平(ping)(ping)(ping)價(jia)(jia)上(shang)網(wang)(wang)項(xiang)(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)和(he)低(di)價(jia)(jia)上(shang)網(wang)(wang)項(xiang)(xiang)(xiang)(xiang)(xiang)(xiang)目(mu),有關項(xiang)(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)不受年(nian)度(du)(du)建(jian)設(she)(she)規模(mo)限制。對于(yu)(yu)未在規定期限內開工并完成建(jian)設(she)(she)的風(feng)電(dian)(dian)、光(guang)伏(fu)(fu)(fu)發(fa)電(dian)(dian)項(xiang)(xiang)(xiang)(xiang)(xiang)(xiang)目(mu),項(xiang)(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)核準(備案)機關應(ying)及時予以(yi)(yi)清理和(he)廢止,為(wei)平(ping)(ping)(ping)價(jia)(jia)上(shang)網(wang)(wang)項(xiang)(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)和(he)低(di)價(jia)(jia)上(shang)網(wang)(wang)項(xiang)(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)讓(rang)出(chu)市場(chang)空間。


二、優化平價上網項目和低價上網項目投資環境。


有關(guan)(guan)地(di)(di)(di)方(fang)政(zheng)府(fu)(fu)部門(men)對平價上網項(xiang)目(mu)和低價上網項(xiang)目(mu)在土(tu)地(di)(di)(di)利用(yong)(yong)及(ji)土(tu)地(di)(di)(di)相關(guan)(guan)收(shou)(shou)費方(fang)面予以(yi)支(zhi)持,做好相關(guan)(guan)規(gui)劃銜接,優先利用(yong)(yong)國有未利用(yong)(yong)土(tu)地(di)(di)(di),鼓勵按復合(he)型(xing)方(fang)式用(yong)(yong)地(di)(di)(di),降低項(xiang)目(mu)場(chang)址相關(guan)(guan)成本(ben),協調落實(shi)項(xiang)目(mu)建(jian)設(she)(she)和電力送出(chu)消(xiao)納條件,禁止(zhi)收(shou)(shou)取任何形式的(de)資源出(chu)讓費等費用(yong)(yong),不得將在本(ben)地(di)(di)(di)投資建(jian)廠、要(yao)求(qiu)或變相要(yao)求(qiu)采購本(ben)地(di)(di)(di)設(she)(she)備作為項(xiang)目(mu)建(jian)設(she)(she)的(de)捆(kun)綁條件,切(qie)實(shi)降低項(xiang)目(mu)的(de)非技術成本(ben)。各(ge)級(ji)地(di)(di)(di)方(fang)政(zheng)府(fu)(fu)能源主管部門(men)可會同其他相關(guan)(guan)部門(men)出(chu)臺一定時期內的(de)補貼政(zheng)策(ce),僅享受地(di)(di)(di)方(fang)補貼的(de)項(xiang)目(mu)仍視為平價上網項(xiang)目(mu)。


三、保障優先發電和全額保障性收購。


對風電(dian)、光伏發(fa)電(dian)平價上網項(xiang)目(mu)和低價上網項(xiang)目(mu),電(dian)網企業(ye)應(ying)確保(bao)項(xiang)目(mu)所發(fa)電(dian)量全額上網,并按照可再生能源(yuan)監(jian)(jian)測評(ping)價體系要(yao)求監(jian)(jian)測項(xiang)目(mu)棄(qi)風、棄(qi)光狀況。如(ru)存(cun)在(zai)棄(qi)風棄(qi)光情(qing)況,將(jiang)限發(fa)電(dian)量核(he)定為可轉(zhuan)讓的優(you)先發(fa)電(dian)計(ji)劃(hua)(hua)。經核(he)定的優(you)先發(fa)電(dian)計(ji)劃(hua)(hua)可在(zai)全國范圍內參加發(fa)電(dian)權(quan)交(jiao)易(yi)(轉(zhuan)讓),交(jiao)易(yi)價格由市場確定。電(dian)力交(jiao)易(yi)機(ji)構應(ying)完善交(jiao)易(yi)平臺和交(jiao)易(yi)品種(zhong),組織(zhi)實施相關交(jiao)易(yi)。


四、鼓勵平價上網項目和低價上網項目通過綠證交易獲得合理收益補償。


風電、光(guang)伏(fu)發電平價上網項(xiang)目(mu)和低價上網項(xiang)目(mu),可按(an)國(guo)家可再生能(neng)源綠(lv)色(se)電力證書(shu)管理(li)機制和政策獲得(de)可交易(yi)的(de)可再生能(neng)源綠(lv)色(se)電力證書(shu)(以下簡稱綠(lv)證),通過出售綠(lv)證獲得(de)收益。國(guo)家通過多種措施引導綠(lv)證市場(chang)化交易(yi)。


五、認真落實電網企業接網工程建設責任。


在(zai)風電、光伏(fu)發電平價上(shang)網(wang)(wang)(wang)(wang)項(xiang)目(mu)和(he)低價上(shang)網(wang)(wang)(wang)(wang)項(xiang)目(mu)規劃階段,有(you)關(guan)省(sheng)級能(neng)源主管部門要督促(cu)省(sheng)級電網(wang)(wang)(wang)(wang)企業做好(hao)項(xiang)目(mu)接(jie)(jie)網(wang)(wang)(wang)(wang)方案和(he)消納條件(jian)的論證工作。有(you)關(guan)省(sheng)級電網(wang)(wang)(wang)(wang)企業負責投(tou)資(zi)項(xiang)目(mu)升壓(ya)站之外的接(jie)(jie)網(wang)(wang)(wang)(wang)等全部配(pei)套電網(wang)(wang)(wang)(wang)工程,做好(hao)接(jie)(jie)網(wang)(wang)(wang)(wang)等配(pei)套電網(wang)(wang)(wang)(wang)建(jian)設與項(xiang)目(mu)建(jian)設進(jin)度銜接(jie)(jie),使項(xiang)目(mu)建(jian)成后能(neng)夠及時并網(wang)(wang)(wang)(wang)運行。


六、促進風電、光伏發電通過電力市場化交易無補貼發展。


國家(jia)發(fa)(fa)展(zhan)(zhan)改革委、國家(jia)能(neng)源(yuan)局會同有(you)關單位組織(zhi)開(kai)(kai)展(zhan)(zhan)分布(bu)式(shi)發(fa)(fa)電(dian)(dian)市(shi)場(chang)化交易(yi)試點工作(zuo)。鼓勵在國家(jia)組織(zhi)實(shi)施(shi)的社會資本投資增量配電(dian)(dian)網(wang)、清潔能(neng)源(yuan)消納產業(ye)園區(qu)、局域網(wang)、新(xin)能(neng)源(yuan)微電(dian)(dian)網(wang)、能(neng)源(yuan)互聯網(wang)等示范項目中建(jian)設無需國家(jia)補貼的風(feng)電(dian)(dian)、光伏發(fa)(fa)電(dian)(dian)項目,并(bing)以試點方式(shi)開(kai)(kai)展(zhan)(zhan)就近直接交易(yi)。鼓勵用電(dian)(dian)負荷(he)較大且持續穩定(ding)的工業(ye)企業(ye)、數(shu)據中心和配電(dian)(dian)網(wang)經營企業(ye)與風(feng)電(dian)(dian)、光伏發(fa)(fa)電(dian)(dian)企業(ye)開(kai)(kai)展(zhan)(zhan)中長期電(dian)(dian)力交易(yi),實(shi)現有(you)關風(feng)電(dian)(dian)、光伏發(fa)(fa)電(dian)(dian)項目無需國家(jia)補貼的市(shi)場(chang)化發(fa)(fa)展(zhan)(zhan)。


七、降低就近直接交易的輸配電價及收費。


對(dui)納(na)入(ru)國家有(you)關試(shi)點(dian)(dian)示范中的(de)(de)分布式(shi)市場化交(jiao)(jiao)易(yi)試(shi)點(dian)(dian)項目,交(jiao)(jiao)易(yi)電(dian)(dian)量(liang)僅執行風電(dian)(dian)、光伏發電(dian)(dian)項目接(jie)網及消納(na)所涉(she)及電(dian)(dian)壓(ya)(ya)等(deng)級的(de)(de)配電(dian)(dian)網輸配電(dian)(dian)價,免交(jiao)(jiao)未涉(she)及的(de)(de)上一電(dian)(dian)壓(ya)(ya)等(deng)級的(de)(de)輸電(dian)(dian)費。對(dui)納(na)入(ru)試(shi)點(dian)(dian)的(de)(de)就近直接(jie)交(jiao)(jiao)易(yi)可再生能源(yuan)電(dian)(dian)量(liang),政策性交(jiao)(jiao)叉(cha)補(bu)貼(tie)予以(yi)減免。


八、扎實推進本地消納平價上網項目和低價上網項目建設。


接入公共電(dian)(dian)網在本省(sheng)級電(dian)(dian)網區域(yu)內(nei)消(xiao)納的無補貼風電(dian)(dian)、光伏發電(dian)(dian)平價(jia)上(shang)網項目(mu)(mu)和(he)(he)低價(jia)上(shang)網項目(mu)(mu),由有關省(sheng)級能源主(zhu)管(guan)部門(men)協調落實支(zhi)持政策后自主(zhu)組織(zhi)建設(she)。省(sheng)級電(dian)(dian)網企業承擔收(shou)購平價(jia)上(shang)網項目(mu)(mu)和(he)(he)低價(jia)上(shang)網項目(mu)(mu)的電(dian)(dian)量(liang)收(shou)購責任(ren),按(an)項目(mu)(mu)核(he)準時國家規定的當地燃煤標桿(gan)上(shang)網電(dian)(dian)價(jia)與風電(dian)(dian)、光伏發電(dian)(dian)項目(mu)(mu)單位簽訂長期(qi)固定電(dian)(dian)價(jia)購售電(dian)(dian)合同(不少于20年),不要求此類項目(mu)(mu)參與電(dian)(dian)力市(shi)場化交(jiao)易(yi)(yi)(yi)(就近直接交(jiao)易(yi)(yi)(yi)試點和(he)(he)分布(bu)式市(shi)場交(jiao)易(yi)(yi)(yi)除外)。


九、結合跨省跨區輸電通道建設推進無補貼風電、光伏發電項目建設。


利用跨(kua)省(sheng)跨(kua)區(qu)(qu)輸(shu)(shu)電(dian)(dian)(dian)(dian)(dian)通(tong)道(dao)外送(song)(song)(song)消納(na)的(de)無(wu)補(bu)貼(tie)(tie)風(feng)電(dian)(dian)(dian)(dian)(dian)、光伏發電(dian)(dian)(dian)(dian)(dian)項(xiang)目(mu),在送(song)(song)(song)受(shou)端(duan)雙(shuang)方充(chong)分銜接落實消納(na)市場和(he)(he)電(dian)(dian)(dian)(dian)(dian)價(jia)(jia)并明確(que)(que)建設規模(mo)和(he)(he)時序后,由(you)送(song)(song)(song)受(shou)端(duan)省(sheng)級能源主管部(bu)門具(ju)體組(zu)織實施。鼓(gu)勵(li)具(ju)備(bei)跨(kua)省(sheng)跨(kua)區(qu)(qu)輸(shu)(shu)電(dian)(dian)(dian)(dian)(dian)通(tong)道(dao)的(de)送(song)(song)(song)端(duan)地區(qu)(qu)優先配置無(wu)補(bu)貼(tie)(tie)風(feng)電(dian)(dian)(dian)(dian)(dian)、光伏發電(dian)(dian)(dian)(dian)(dian)項(xiang)目(mu),按受(shou)端(duan)地區(qu)(qu)燃煤標桿上網(wang)電(dian)(dian)(dian)(dian)(dian)價(jia)(jia)(或略低)扣除(chu)輸(shu)(shu)電(dian)(dian)(dian)(dian)(dian)通(tong)道(dao)的(de)輸(shu)(shu)電(dian)(dian)(dian)(dian)(dian)價(jia)(jia)格確(que)(que)定送(song)(song)(song)端(duan)的(de)上網(wang)電(dian)(dian)(dian)(dian)(dian)價(jia)(jia),受(shou)端(duan)地區(qu)(qu)有(you)關政府(fu)部(bu)門和(he)(he)電(dian)(dian)(dian)(dian)(dian)網(wang)企業(ye)(ye)負責落實跨(kua)省(sheng)跨(kua)區(qu)(qu)輸(shu)(shu)送(song)(song)(song)無(wu)補(bu)貼(tie)(tie)風(feng)電(dian)(dian)(dian)(dian)(dian)、光伏發電(dian)(dian)(dian)(dian)(dian)項(xiang)目(mu)的(de)電(dian)(dian)(dian)(dian)(dian)量消納(na),在送(song)(song)(song)受(shou)端(duan)電(dian)(dian)(dian)(dian)(dian)網(wang)企業(ye)(ye)協商(shang)一致的(de)基礎(chu)上,與風(feng)電(dian)(dian)(dian)(dian)(dian)、光伏發電(dian)(dian)(dian)(dian)(dian)企業(ye)(ye)簽訂長(chang)期(qi)固定電(dian)(dian)(dian)(dian)(dian)價(jia)(jia)購(gou)售電(dian)(dian)(dian)(dian)(dian)合同(不(bu)少于20年)。對無(wu)補(bu)貼(tie)(tie)風(feng)電(dian)(dian)(dian)(dian)(dian)、光伏發電(dian)(dian)(dian)(dian)(dian)項(xiang)目(mu)要嚴格落實優先上網(wang)和(he)(he)全額保障性收購(gou)政策,不(bu)要求參與跨(kua)區(qu)(qu)電(dian)(dian)(dian)(dian)(dian)力市場化交易。


十、創新金融支持方式。


國家(jia)開發銀(yin)行(xing)、四大國有(you)商業銀(yin)行(xing)等金(jin)融(rong)機構應根據國家(jia)新(xin)能源(yuan)發電(dian)(dian)發展規劃和有(you)關(guan)地區新(xin)能源(yuan)發電(dian)(dian)平(ping)價(jia)上網實施方案,合(he)理安(an)排信貸(dai)資(zi)金(jin)規模,創新(xin)金(jin)融(rong)服務(wu),開發適合(he)項目特點(dian)的金(jin)融(rong)產品(pin),積極(ji)支(zhi)持(chi)新(xin)能源(yuan)發電(dian)(dian)實現平(ping)價(jia)上網。同(tong)時,鼓(gu)勵支(zhi)持(chi)符合(he)條件的發電(dian)(dian)項目及(ji)相關(guan)發行(xing)人通(tong)過發行(xing)企業債券(quan)進(jin)行(xing)融(rong)資(zi),并參考專項債券(quan)品(pin)種(zhong)推進(jin)審(shen)核。


十一、做好預警管理銜接。


風電、光伏(fu)發電監(jian)測預警(評價)為紅(hong)色的地(di)區除(chu)已安排(pai)建(jian)設的平(ping)(ping)(ping)價上(shang)(shang)網示范(fan)項目(mu)及通過(guo)跨省跨區輸電通道外送(song)消納(na)的無補(bu)貼風電、光伏(fu)發電項目(mu)外,原(yuan)則(ze)上(shang)(shang)不(bu)安排(pai)新的本(ben)地(di)消納(na)的平(ping)(ping)(ping)價上(shang)(shang)網項目(mu)和低價上(shang)(shang)網項目(mu);鼓勵(li)橙色地(di)區選取資源條(tiao)件(jian)較好的已核準(備案)項目(mu)開展平(ping)(ping)(ping)價上(shang)(shang)網和低價上(shang)(shang)網工作;綠色地(di)區在落實消納(na)條(tiao)件(jian)的基(ji)礎上(shang)(shang)自(zi)行開展平(ping)(ping)(ping)價上(shang)(shang)網項目(mu)和低價上(shang)(shang)網項目(mu)建(jian)設。


十二、動態完善能源消費總量考核支持機制。


開(kai)展省級人民政府能(neng)源消耗總量和強度“雙(shuang)控(kong)”考核(he)時,在確保完成全國能(neng)耗“雙(shuang)控(kong)”目(mu)標條件下,對各地區(qu)超出規劃(hua)部(bu)分可再生能(neng)源消費量不納(na)入其“雙(shuang)控(kong)”考核(he)。


請各有(you)關(guan)單(dan)位按照上述要求(qiu),積極推進風(feng)電(dian)、光伏發電(dian)平價上網項目(mu)(mu)和低(di)價上網項目(mu)(mu)建設(she),各省(自治區、直(zhi)轄市)能(neng)源(yuan)主管部門應將(jiang)有(you)關(guan)項目(mu)(mu)信息報送(song)國(guo)家(jia)能(neng)源(yuan)局(ju)。國(guo)家(jia)發展(zhan)改革委、國(guo)家(jia)能(neng)源(yuan)局(ju)將(jiang)及(ji)時(shi)公布平價上網項目(mu)(mu)和低(di)價上網項目(mu)(mu)名單(dan),協(xie)調和督促有(you)關(guan)方面做好相(xiang)關(guan)支持政策的落實工(gong)作。


對(dui)按(an)照(zhao)本通(tong)知要(yao)求在2020年底前核準(備案)并開工建設(she)的風電(dian)(dian)、光伏發(fa)電(dian)(dian)平價上網項目和低價上網項目,在其(qi)項目經營期內有(you)關支持政策保持不(bu)變。國家發(fa)展改革委、國家能源局將及(ji)時(shi)研究總結各地區的試點經驗(yan),根據風電(dian)(dian)、光伏發(fa)電(dian)(dian)的發(fa)展狀況適時(shi)調整(zheng)2020年后(hou)的平價上網政策。
